BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The objective of a country-level Logistics Cluster is to ensure that timely, coherent, and effective logistics support to humanitarian aid/relief operations is possible (within funding and security constraints). WFP as the lead agency of the Logistics Cluster is accountable for working in partnership with humanitarian stakeholders to deliver a strategic response, based on operational gaps (as per the IASC Guidelines on Cluster Coordination at Country Level). Within each country-level Logistics Cluster Lead Agency is a Logistics Cluster Coordinator (as per the IASC Generic Terms of Reference for Sector Leads at the Country Level), who is responsible for leading and facilitating this process. Based on the needs identified and expressed by the humanitarian community, the Cluster will assume a coordination and information management role, while attempting to facilitate common services where required to maximize the use of available resources in-country, provide support and advocacy surrounding customs clearance and government liaison, and establish a more coordinated and cost-effective operational approach.

Job Purpose: To facilitate the management of Logistics Cluster common service provision through; managing daily operations, collecting, analyzing, and reporting on information, and cooperating with implementing partners to maximize the efficiency of the logistics operations and activities.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Contribute towards the development of logistics plans and processes ensuring compliance with requirements of the Global Logistics Cluster, and wider logistics policies and WFP standards. 2. Support Logistics Sector/Cluster projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of services to beneficiaries. 3. Collect and analyze data through research and networking with colleagues to recommend actions to the supervisor to improve the performance of local logistics operations. 4. Manage cooperating partners contracting activities including performance monitoring and measurement. 5. Monitor inventory management processes to track trends and account for the inventory status. 6. Conduct portions of financial analysis and budget reviews, drawing out insights and recommending actions to the supervisor to optimize the use of available funds. 7. Guide support staff as well as cooperating partners, acting as a point of referral and supporting them with analysis and queries. 8. Collate data and contribute to the preparation of accurate and timely reporting, supporting a Logistics Sector/Cluster view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders. 9. Utilize and review the Logistics Sector/Cluster Relief Item Tracking Application (RITA) system, and ensure that entries are accurate and up to date. The focal point for receiving and releasing requests from partners. 10. Support the capacity building of Logistics Sector/Cluster staff, WFP staff, and cooperating partners for efficient and effective delivery of services to the humanitarian community and ultimately meeting the needs of the beneficiaries (i.e. through contribution to the training materials). 11. Identify and build productive relationships with logistics colleagues, staff, and partners within the area of assignment to support an integrated approach to Logistics assistance. 12. Support logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies.

STANDARD MINIMUM QUALIFICATIONS:

Education: University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience Knowledge & Skills:

• Experience coordinating service providers’ contract execution. • Experience arranging supplier deliveries and the discharge of WFP vessels (rail, air, or sea). • Experience in evaluating offers and writing proposals. • Experience in report writing.

Languages: National Professional: Fluency (level C) in English language and the duty station’s language, if different.
