ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) and Country Offices (COs) and Area/Field Offices. Job holders report to Logistics Officer, a Head of Unit, or the designate. At this level, job holders are expected to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for both WFP and logistics common services. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

Assisting almost 100 million people in 83 countries each year, WFP is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience. WFP’s response to emergencies - saving lives and livelihoods either through direct assistance, or by strengthening country capacities – remains at the heart of its operations, especially as humanitarian needs become increasingly complex and protracted, such as those brought about by the COVID-19 pandemic.

WFP works with various government entities to reduce vitamin and mineral deficiencies in the Angolan population and prevent stunting among under 2 through food fortification, and production of specialized nutritious foods. In line with the recently signed MoU, WFP Angola will support provincial authorities of Luanda to improve quality and coverage of services for screening, detection, treatment and prevention of acute malnutrition among children under 5 years old. Under bilateral service provision, WFP focuses on strengthening public and private-sector capacity for Angola to better respond to emergencies, including health emergencies such as the covid-19 pandemic.

This position is in WFP Angola Field Office. The Logistics Assistant will support the launch and implementation of a bilateral service provision operation in Angola involving the last mile delivery of medical products and supplies. This is high-profile operation and is in line with key global initiatives such as ’The Grand Bargain’, ’Delivering as One’ and the ’SDG 17 Partnership for the Goals’. The service will be funded by the Global Fund under the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) through UNDP as its nominated Principal Recipient on behalf Ministry of Health.

The Global Fund is one of the major investors in the health sector in Angola and through its PR identified WFP as the supply chain partner for a role of 4PL and provision of last mile transport services of medicines and health supplies across in the regions of Benguela, Cuanza Sul and possibly other provinces. WFP is also expected to support the delivery of COVID19 PPEs for the greater Luanda region and any other region as may be advised by the beneficiary.

WFP will be in charge of overseeing and managing the long-haul transport and last mile delivery of pharmaceutical products in support of the Ministry of Health’s in-country health supply chain, and will support any related capacity strengthening initiatives with a view to meeting the project objectives and all aspects of the scope of work. .

The Logistics Assistant will report to the Pharmacist and/or the Project Manager. This is an important role and successful candidate will be required to closely coordinate with the Pharmacist and the Logistics Officer and Data Assistant for the LMD Project, UNDP as well as the rest of the team and UNDP counterparts in performing his/her duties pertaining to the project.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Planning and supervising on a day-to-day basis the Medical Warehouse and Stock Management activities for the project, ensuring compliance with WFP Pharmaceutical Quality Management System (PQMS) standards, protocols and standard operating procedures (SOPs). These activities include but are not limited to the following:
  • Physically and administratively managing medical stocks in conjunction with the Project pharmacist and assuming responsibility for the warehouse and its contents.
  • Ensuring that all necessary tools such as: Stock Reports, Monitoring Sheets and cold chain monitoring tools and management procedures are in place in order to avoid stock ruptures, losses (expiries, damages due to bad storage conditions, temperature excursions) and excess stocks. Regularly checks inventory levels (physical counts), keeping inventories up to date and monitoring the distribution trends.
  • Ensure all stock cards and other relevant files are updated in a regular manner in order to provide real time information.
  • Responsible for regular and monthly stock reports in a timely manner.
  • Ensuring that all items are well organized and correctly stored according to their specificity, well protected, fully identified and easily accessible (cleanliness, security, access, etc.)
  • Supervising the team under his/her responsibility including the definition and planning of each person's tasks (daily supervision and checking the quality of their work); drawing up working schedule and organizing and leading team meetings.
  • Lead and provide functional support to the warehouse team on warehousing and distribution, ensuring alignment with Supply Chain and wider project strategy.
  • In collaboration with the Pharmacist and the Project Manager, implement any systems changes required to improve the management of our warehousing and distribution activities. This will include support to the existing RITA data tracking system and any future functionality improvements required.
  • In coordination with the Pharmacist and the Project Manager, ensure effective implementation of all relevant warehouse and transport related standards, policies and procedures.
  • In coordination with the Data Assistant and the Project Manager, ensure all key performance indicators are aligned to best practices in warehousing and distribution management, and that we have a global view and that warehouse data management is executed in a professional manner.
  • Perform any other duties as may be assigned by the line supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education:

Secondary School Certificate and a Diploma/Certificate in job related field, with good knowledge of Procurement, Supply Chain Management, Warehousing and Distribution Management within the public health sector/pharmaceutical sector.

Experience:

  • Four or more years of progressively work experience in a relevant field of work
  • Experience within global, multicultural organizations - public, private or charity sector.
  • Substantial experience in all technical areas of warehousing and distribution.
  • Significant leadership experience and a detailed knowledge of standards, best practice, preparedness and cost effectiveness.
  • Experience of setting up complex international supply chains to support delivery programmes, and ensuring appropriate resourcing for the supply chain.

Language:

Excellent knowledge of Portuguese and spoken and written English will be an added advantage

OTHER SPECIFIC JOB REQUIREMENTS

  • Proven track-record in managing and supervising other supply chain staff, and providing training and capacity building.
