Purpose of the consultancy

The purpose of this emergency recruitment is to support the ongoing emergency response operations to the Member States in the Western Pacific Region through efficient management of daily logistics tasks of the Incident Management Support Team (IMST) for the Regional Office to the Western Pacific in responding to the ongoing COVID-19 under the Operation Support and Logistics (OSL) pillar.

Background

The Regional Office for the Western Pacific has been working with country offices in the preparedness and response to the ongoing COVID-19 pandemic. On 30 January, WHO declared the outbreak a Public Health Emergency of International Concern (PHEIC). On 11 March, WHO Director General declared COVID-19 a pandemic.

Reporting to the IMST Incident Manager, and under the leadership of the Operation Support and Logistics pillar lead, the incumbent is accountable for providing advisory support and logistics throughout the full cycle of the emergency in the Western Pacific region

The Regional stockpile in Manila is dispatching life-saving and critical supplies to support health care workers and clinical management at national and subnational levels throughout the Region. The COVID-19 response operations in the Region are expected to continue for several months.

Work to be performed

Under the supervision of the OSL Pillar Lead and guidance of the Incident Manager, the Logistics Assistant is assigned the following responsibilities:

Output 1: Assist in the reception of critical supplies to the Regional stockpile and support the preparation of emergency dispatches to Member States to ensure rapid response operations;

Output 2: Work closely with Country Office colleagues and ensure appropriate communication and reception of cargo in full and good condition of critical supplies; timely report any identified issues;

Output 3: Oversee movement of all critical goods and equipment in coordination with all necessary parties including Regional Office Supply Unit, Regional Office Registry and the GOETZ Warehouse Manager and warehouse staff to ensure efficient receipt, storage and preparation for dispatch of critical supplies.

Output 4: Checking confirmed quality and quantity of goods of critical supplies coming into the warehouse prior to recording they into internal WHO systems; timely report any issues identified;

Output 5: Conduct regular and as required physical stock count and ensure compliance against WHO assets management system;

Output 6: Participates and contribute to regular OSL Regional and Global calls;

Output 7: Responsible to track all supplies movements, including procurements and distributions using the established professional online supply chain management tool and internal WHO systems;

Output 8: Update, collect and compile data in the supply monitoring database and the supply chain management tool (Odoo) to ensure accurate registers and real time project status for informed decision-making;

Output 9: Maintain and keep administrative files, logs, inventories and updated records in prescribed format in the supply chain management tool (Odoo). Ensure accurate and correct reporting of warehouse stocks, including movements of supplies for incoming and outgoing stocks;

Output 10: Guide and provide training for external warehouse staff on established WHE procedures and logistics norms and standards in recording, handling and storage of critical items;

Deliverable/s • Monthly Interim reports of activities; • End of mission report at the end of consultancy

Specific requirements

Education

Essential: First level university degree or equivalent in Business Administration, Management and their application to procurement, logistics, transport or supply chain management or related field;

Experience required

Essential: At least two years' related experience, at the national and international levels, in managing emergency procurement and logistics operations and supply operations in international organizations/institutions, part of which in the field supporting emergency humanitarian operations.

Desirable: • Prior working experience with WHO, UN agencies, health clusters partners, recognized humanitarian organizations or with an international nongovernmental organization. • Experience in working in conflict areas and areas with security issues. • Experience working with import/export and customs administration. • Experience and knowledge to use online Supply chain management tools such as Odoo

Skills and knowledge

• Demonstrated ability to work with standard office software applications. • Ability to work in stressful situations under tight timelines. • Ability to identify and solve technical problems in difficult circumstances. • Good liaison, communication, and coordination skills.

Language

• Excellent written and spoken fluency in English is essential. • Ability to communicate in Filipino would be an asset.

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel

The Consultant is not expected to travel outside the country.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
