ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

Under the direct supervision of the Supply Chain Officer for Humanitarian Logistics Services, the Logistics Assistant (SC5) will manage Area Office Logistics Working Group and Bilateral Service Provision activities in multiple duty stations.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Support CO Bilateral Service Provision team in management and oversight of logistics support services for humanitarian partners across service planning.
  • Support AO on implementation of logistics support services including warehouse management, stock counts, inventory, funds management, NFI tracking and accounting, database and information management.
  • Liaise with external humanitarian partners and develop productive interagency relationships.
  • Develop an understanding of partner logistic needs, internal WFP logistics capacities, and external commercial logistics capabilities.
  • Develop proficiency in WFP digital applications including Service Market Place and Cargo Tracking Application.
  • Support CO Logistics Working Group (LWG) across collection of information on partner logistics capacities, gaps, and needs as well as through an understanding of local commercial logistics capacities.
  • Support CO LWG through coordination with LWG partners at local levels and represent the LWG in field-level coordination forums.
  • Lead LWG coordination responses to sudden onset emergencies as a first responder as a part of Emergency Preparedness and Response to assess local logistics gaps and needs, organize local level partner coordination groups, and make recommendations to the CO LWG.
  • Investigate and understand WFP critical supply routes and propose efficiency strategies.
  • Investigate historical, seasonal, and future transportation infrastructure challenges and propose preparedness, remediation, and forecasting initiatives.
  • Lead field level data collection on physical access constraints monitoring and support CO Physical Access on natural, seasonal, sudden onset, and transport infrastructure access impediment understanding and analysis.
  • Work productively with Area Office Logistics and Fleet and become proficient in fleet tracking system to support CO Physical Access.
  • Gather information with clear direction to support the drafting of documents and preparing reports by other staff.
  • Provide revision, proof-reading and translation services for standard documents, to contribute to the development of accurate documentation.
  • Take responsibility for the maintenance of set standard systems and files, to ensure information is accurate and readily available for the function.
  • Take responsibility for data integrity to facilitate availability of accurate information in corporate systems.
  • Work with a variety of individuals, taking on feedback where appropriate to assist in business support delivery for staff.
  • Any other tasks as required.

STANDARD MINIMUM QUALIFICATIONS

Education

  • Completion of secondary school education. A bachelor's degree in Logistics, Supply Chain, Procurement, Commerce, Economics, Business Administration or Finance is desirable.

Work Experience

  • Minimum five years of relevant work experience in the field of Logistics is required.

Language

  • Fluency in both oral and written communication in English. Ability to speak fluently in Pashto and Dari.
