BACKGROUND

BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The position of Logistics Assistant (Emergency Preparedness and Response) is to be based at the Provincial Emergency Operation Center of the Disaster Management Section of Ministry of Internal Affairs and Law (MoIAL), Karnali Province. The assistant will be part of the WFP emergency preparedness and response (EPR) project, and immediate supervision of Head of WFP Field Office in Surkhet whereas the technical supervisor is WFP National Logistics Coordinator. In addition, the incumbent shall report to the Secretary of Ministry of Internal Affairs and Law (MoIAL), Karnali through Disaster Management Section of the Province for the day-to-day business and report/update on the progress. The Emergency Preparedness and Response (EPR) project is aimed at building logistics and telecommunications emergency preparedness capacity of the Nepal government and humanitarian stakeholders. Primarily, the job holder is responsible to collect emergency preparedness data in the Karnali Province, perform basic analysis, mapping of capacities of government's & other humanitarian agencies in disaster preparedness, response and reporting. Further, Logistics Assistant will provide support for logistics cluster activities for COVID-19 and monsoon preparedness and response and sudden onset of disasters at provincial and local level.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) and Country Offices (COs) and Area/Field Offices. Job holders report to Logistics Officer, a Head of Unit, or the designate. At this level, job holders are expected to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for both WFP and logistics common services. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

Functional Area: Emergency Preparedness and Response Unit Position Title: Logistics Assistant Type of Contract: Service Contract (SC-5/Equivalent to GS-5) Duty Station: Provincial Emergency Operation Centre, Birendranagar, Surkhet, Karnali Province, Nepal Duration: 6 months

JOB PURPOSE

To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

The Logistic Assistant will assist Ministry of Internal Affairs and Law of Karnali Province on the emergency preparedness and response related data collection, simple analysis and prepare communication materials on EPR. Similarly, the incumbent will map out the disaster preparedness and response capacity of local/provincial government and humanitarian agencies in Karnali Province. Likewise, the Logistic Assistant will provide support to logistic cluster to design, implement and report the response for COVID-19 and monsoon preparedness and response including operation of Provincial Humanitarian Staging Area (PHSA) at Surkhet.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Field Office-Surkhet and technical supervision of WFP National Logistics Coordinator/ EPR unit the incumbent will be responsible for the following tasks; • In coordination with MoIAL and WFP, assist in the process to roll out of Disaster Information Management System (DIMS) at provincial and local level. • Support in improving information management and flow to the MoIAL through facilitating inter-sector communication and establishing systematic links between government and humanitarian clusters/sectors. • Contribute to collection of disaster preparedness and response related data and information across Karnali Province, including compilation and trend analysis, by: o Assist in mapping of Disaster Risk Response (DRR) policy plan and activities of each District Administration Offices of Karnali province. o Assist in mapping of the existing warehouse/storage facilities of the Karnali province o Support MoIAL Disaster focal point to prepare provincial DRR overview through charts/graphs, pamphlets to display in the office. o Support in mapping of types of the logistic services provided by the humanitarian organizations presence in the Karnali province o Continue to provide logistic support and coordination with govt and other humanitarian agencies. o Maintain accurate and up to date information on compiled data. • Keep MoIAL and WFP regularly abreast on the progress of data management, consult them for key decisions and to agree the way forward in the area of responsibility. • Support to roll out logistics cluster in Karnali Province (orientation/briefing to the key logistics stakeholders (MoIAL, 3 security forces, NRCS, humanitarian organizations) about the concept and scope of logistics cluster at provincial level. Assist in regularising logistics cluster meeting at provincial level. • Provide administrative support to I/NGOs/UN agencies and Government with transport of Covid-19 related supplies from Province HQ to district HQ’s and support Ministry of Internal Affairs and Law with Logistics Cluster coordination for Covid19 and monsoon preparedness and response within the province. • Support management of Provincial Humanitarian Staging Area (PHSA) in Surkhet on a day to day operation. • Reporting of ongoing operations on regular basis. • Perform other duties as assigned by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in in relevant field such as business management, disaster management, engineering, or logistics is desirable.

Language: Fluency in both written and spoken English and Nepali Languages.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience:

  • Minimum 4 years or more relevant work experience in Humanitarian Emergency Preparedness and Response, Disaster Risk Reduction, Disaster Management
  • Good experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
  • Ability to analyse data (on commodities, funds, etc.) and drafting report.
  • Experience in providing technical business support in corporate systems.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge & Skills:

Public relationship, liaison & building partnerships with Nepal government and international organizations regarding disaster management, data collection, consolidation and analysis, report writing/editing.
