BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The escalation of the conflict which began on 7 October in Gaza, resulted in the disruption of electricity, food, water, and fuel supplies, as well as restricted access to and movement within Gaza. This has caused a significant worsening of the humanitarian crisis and a large-scale displacement of the population within Gaza. Due to the magnitude of the humanitarian crisis, the significant impact on the supply chain and the access challenges to and inside Gaza, humanitarian organizations face significant logistics challenges for the delivery of relief supplies and life-saving cargo. In response to the request made by the Palestine Humanitarian Country Team, the Palestine Logistics Cluster was officially activated on 16 October 2023. A logistics coordination cell, part of the Palestine Logistics Cluster is also set up in Cairo to support the Gaza response.

ACCOUNTABILITIES/RESPONSIBILITIES: 1. Provide support to ensure the timely facilitation and management of the customs process for WFP food commodities and non-food items as well as coordinate with the concerned WFP staff and stakeholders to ensure customs clearance of commodities. 2. Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food assistance to beneficiaries. 3. Support timely ordering and delivery of commodities and supplies to authorized partners and destinations. 4. Support management of logistics vendors’ contracting activities including performance monitoring and measurement. 5. Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mindset. 6. Contribute to budget preparation, monitoring, and revision for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards. 7. Assist in monitoring inventory management processes to track trends and account for the inventory status from source to beneficiary. 8. Assist in the management of commodity accounting data quality and integrity. 9. Support operational pipeline analyses, assessments, and operational planning for all delivery modalities. 10. Process documentation for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to resolve operational issues, and escalate various issues to the supervisor. 11. Collect and compile data, produce and/or contribute to reports (e.g. CCTI, SPRs, financial closure, physical inventory, transport performance) and ensure information accuracy in corporate systems in support of informed decision-making. 12. Liaise with an internal and a limited number of external stakeholders to support efficient logistics operations management. 13. Guide other support staff, to assist them in completing standard tasks to agreed standards and deadlines.

Technical Assistance and Coordination Demonstrates awareness of the importance of technical assistance and coordination with key stakeholders and an ability to carry out logistics activities, respecting individual mandates and programme priorities. Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
