BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The escalation of the conflict which began on 7 October in Gaza, resulted in the disruption of electricity, food, water, and fuel supplies, as well as restricted access to and movement within Gaza. This has caused a significant worsening of the humanitarian crisis and a large-scale displacement of the population within Gaza. Due to the magnitude of the humanitarian crisis, the significant impact on the supply chain and the access challenges to and inside Gaza, humanitarian organizations face significant logistics challenges for the delivery of relief supplies and life-saving cargo. WFP has established supply chain corridors and delivery mechanisms to deliver food assistance into Gaza, including Egypt corridor. WFP is establishing required staffing structure to best support the operational needs and to deliver assistance into Gaza through all possible means.

To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

ACCOUNTABILITIES/RESPONSIBILITIES:

The incumbent under the supervision of WFP Logistics Officer in Al Arish will travel to Rafah crossing on daily basis and undertake following responsibilities:

  • Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food assistance to beneficiaries.
  • Daily coordination of the movement of trucks carrying WFP cargo at Rafah crossing point.
  • Identify the trucks in the truck parking against the cleared manifest and prepare for movement forward.
  • Follow up on the inspection / verification of trucks carrying WFP cargo at inspection point by Egyptian authorities.
  • Undertake inspection of trucks to ensure cargo are in condition as per the transport waybills before they enter the gate to proceed towards Exit crossing and report on any damages and / or missing cargo on trucks.
  • Monitor the trucks entry into the Exit crossing and share daily reports on the movement of trucks.
  • Monitor any return of rejected trucks / cargo back to Rafah crossing and report accordingly.
  • Monitor the return of trucks after offloading at Exit crossing point and confirm their return in dedicated report.
  • Coordinate with Customs authority in Rafah crossing on in-transit documentation for trucks / cargo originating for Port Said ports.
  • Coordinate with superintendent agent representative at Rafah crossing to monitor movement of trucks carrying WFP cargo and to prepare required reports.
  • Prepare and share daily report on the truck movements including, details of trucks that entered into Entry point, that did not move from Rafah crossing, that were rejected / returned, and losses / damages observed on trucks.
  • Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set.
  • Perform any other tasks as required.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education and experience:

  • A bachelor's degree in a related field and a technical mindset capable of handling technical issues in large operations.

    • Experience maintaining a logistics database and running queries on ongoing shipments, pipeline information, insurance claims, and food stock. Experience in administering third party service providers’ contracts. Experience in working with various logistics service providers.
    • Good communication and negotiation skills.
    • Good excel skills.
    • 5 years of experience working in the Commercial sector and/or logistics preferably humanitarian logistics.

    Languages:

  • Fluency (Level C) in oral and written communication in English and in Arabic.
