Org. Setting and Reporting This position is located in the Memorandum of Understanding and Reimbursement Policy Section (MRPS) of the Uniformed Capabilities Support Division (UCSD) in the Department of Operational Support (DOS).

The Department of Operational Support was established to provide end-to-end operational support, advisory services, and other solutions to operating entities across the Secretariat including: other departments, offices away from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, Umoja Coordination Service, Global Service Centre, Aviation Safety Section and the Enabling and Outreach Service.

UCSD serves as the single point of entry within the Secretariat for operational and policy matters relating to support and reimbursement to military and police contingents deployed to United Nations field operations. Reimbursement payments to contributing countries are one of the largest costs of United Nations peacekeeping.

MRPS is responsible for overseeing policies and procedures related to the reimbursement of troop- and police-contributing countries and the verification and control of Contingency- Owned Equipment (COE), for providing support to the triennial meetings of the Working Group on COE and the updating of the Manual on Policies and Procedures concerning Reimbursement and Control of Contingent-Owned Equipment of Troop/Police Contributors Participating in Peacekeeping Missions, and for undertaking the quadrennial survey of personnel costs established by the General Assembly in its resolution 67/261. The Section leads negotiations with troop- and police-contributing countries in preparing Memorandum of Understanding (MOUs) to support the deployment of former military and police units.

The incumbent will report to the Chief of MRPS or designated official.

Responsibilities Within delegated authority, the Logistics Assistant will be responsible for the following duties:

  • Act as primary focal point in the design and refinement of the COE Key Performance Indicators (KPI).

  • Assist in the design of corporate reports for the purpose of reporting and analyzing the performance within the parameters of the Memoranda of Understanding (MOU), while supporting the achievement of the COE Key Performance Indicators (KPI), by TCC/PCC and field missions.

  • Assist in the design of the MOU performance reports

  • Provide technical assistance in the review of field mission COE and MOU Management Review Board (CMMRB) reports and identify the implications of recommendations relating to the performance

  • Conduct analysis and prepare associated reports related to requests by TCC/PCC to rotate COE major equipment at UN expense.

  • Undertake research to identify and define UCM user requirements, priorities, and enhancements for MOUs.

  • Serve as focal point to OICT for up-dates to the UCM database design by creating new database modules, writing and updating the access control, data entry, and data maintenance procedures.

  • Serve as focal point for the development, maintenance (archiving and storage of information) and enhancement of the COE Business Objects universes and the development of corporate reports for use by field mission and HQ staff.

  • Provide advice and assistance on the retrieval of UCM data and creation of views and reports.

  • Serve as focal point to field mission UCM database managers and provide UCM and COE Business Objects technical support to clients in UNHQ and the field, test Business Objects data quality as compared with data in UCM, and assist on creation of training material.

  • Undertake research and assist in drafting and updates of all Guidelines, SOPS for the Field Verification and Control of COE and Management of MOU including Annexes related to field inspection and database management and reporting procedures.

  • Assist in monitoring mission compliance with the relevant guidelines

  • Assist in the preparation of UCSD related Secretariat Issue Papers for consideration by the Member States triennial COE Working Group.

  • Assist in the development of technical procedures, including standard reporting formats, for a HQ level COE and MOU management coordination framework.

  • Assist in the preparation of comprehensive responses on COE related observations and recommendation by legislative and other oversight bodies and provide appropriate guidance to field missions.

  • Assist in the preparation and conduct of COE related briefings, the annual COE Workshop and the COE Working Group.

  • Support the recruitment process for HQ staff and perform other tasks as required.

Education High school diploma or equivalent is required.

Work Experience A minimum of seven years of experience in supply chain management, contracts administration, logistics or related area is required.

Experience working with database management systems for monitoring contracts, assets and equipment or equivalent is desirable.

Experience in analysing, cleaning and preparing data in supply chain management, logistical movements and contract administration is desirable.

Experience working in support of a field operation (inclusive of peacekeeping operations, special pollical missions, agencies, funds and programmes), or other similar international organisations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
