Org. Setting and Reporting

The Independent Investigative Mechanism for Myanmar was established by the Human Rights Council in its resolution 39/2, adopted on 27 September 2018. The creation of the Mechanism was welcomed by the General Assembly in its resolution 73/264, adopted on 22 December 2018. This position is located within the Independent Investigative Mechanism for Myanmar (IIMM) in Geneva, Switzerland. The incumbent reports to the Administrative Officer.

Responsibilities

Under the direct supervision of the Administrative Officer, and overall supervision of the Senior Administrative Officer (SAO) / Chief of Administrative and Support Services Section, the Logistics Assistant will be responsible for the following duties within delegated authority:

Assistance in the effective management of support operations: • Assists with regard to property and inventory control for IIMM by reviewing available stock and recommending/ prioritizing the purchase and/or replacement of office equipment and material including those to support field missions; • Assists in managing the assets of the IIMM by ensuring that office equipment is in working order and supplies are readily available to IIMM staff/ personnel and used effectively; • Provides contract management support to the Senior Administrative Officer; • Verifies funding, bidding and evaluation with respect to requisitions and reviews discrepancies between purchase orders and items received. Coordinates with relevant UNOG counterparts to resolve issues identified; • Acts as primary focal point for the production of cost estimates for missions to the field; • Serves as the liaison for IIMM procurement needs and serves where necessary, as a member or Chair on Technical Evaluation Committees related to IIMM requirements; • Undertakes research with respect to the preparation and compilation of technical specification and Scopes of work; • Prepares reports for the SAO and Head of IIMM on asset management, procurement timelines and schedules for review/approval; • Assists in the execution of technical evaluations for long and short-term contracts; • Provides technical assistance and related costings with respect to IIMM requirements for inclusion in the IIMM budget; • Supports the work related to procurement including preparing an acquisition plan in coordination with project managers and management; • Maintains liaison with relevant departments with respect to the status of procurement, delivery, financial and insurance matters; • Ensures the appropriate and timely provision of services by the providers.

General: • Coordinates facility management requirements with counterparts in UNOG for support including cleaning and gardening; • Designs and develops relevant databases; • Handles non-routine and complex cases related to logistics, interpretation of contracts; identifies issues; conducts research and analysis; • Formulates costings related to logistics requirements and monitors related expenditures; • Performs other duties as required.

Work Experience

A minimum of seven (7) years' experience in supply management, contracts administration, logistics or related area is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher.

Three (3) years of relevant experience in the United Nations Common System or a similar international organisation is desirable.

Experience in requisitioning is desirable.

Experience in property management is desirable.

Experience using ERP system, such as Umoja, for logistics and procurement related actions is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
