Description of task

Under the direct supervision of the Procurement Specialist, the UN Volunteer will undertake the following tasks:

• As part of UNDP’s Programme Management Unit (PMU), designated to implement Global Fund to Fight AIDS, Tuberculosis, and Malaria (Global Fund) grants in the country and manage Sub-recipient agreements, work with national procurement and supply chain management (PSM) Logistics Service Agents, the National Pharmaceuticals Company (Natpharm), the Ministry of Health and Child Care (MOHCC), and the Medicines Control Authority of Zimbabwe (MCAZ), as well as the World Food Programme (WFP) and outsourced service providers, to achieve the following:

1. Provide oversight on all health products’ inventory, logistics and supply chain processes

• Ensure that all pharmaceutical, health products and equipment are delivered and cleared in proper manner;
• Ensure accountability in supply management through efficient receiving, inspecting and certifying function, and investigate and reconcile discrepancies, if any;
• Review reports submitted by PSM stakeholders and Service Agents, prepare monthly reconciliations, and follow up on discrepancies to close them with relevant agencies;
• Ensure that all pharmaceutical, health products and equipment are handed over to the appropriate PSM Logistics Service Agents. This will entail liaising with the finance/asset focal point in the UNDP PMU;
• Ensure that the PSM Logistics Service Agents store, distribute and maintain an efficient logistics management information system (LMIS) for pharmaceutical, health products and equipment following WHO’s Good Distribution Practices, conducts spot checks and liaise with the national oversight/Monitoring and Evaluation body, when required;
• Receive inventory information from the PSM Logistics Service Agents and reconcile, verify and analyse the information for insurance purposes;
• Provide advice and technical support to Sub-recipients on storage and distribution good practices;
• Ensure management of insurance of health commodities, where appropriate.
• Ensure that equipment is correctly installed, training is provided, and maintenance ensured;
• Review, reconcile and verify all inventory management reports submitted to UNDP.

2. Provide support to supply chain management

• Ensure proper recording of PSM activities including the Global Fund’s Price and Quality Reporting (PQR) system and Procurement Tracking Tool for reporting purposes and accountability;
• Perform field visits to warehouses and health facilities to monitor the supply chain quality assurance adherence as per the Global Fund and UNDP rules and regulation.
• Conduct on-site data verification for supply chain reports and information submitted to UNDP.
• Develop a measurement and monitoring tool for selected supply chain KPIs, creation of dashboard to visualize KPIs

3. Provide support to quality assurance processes

• Support the quality assurance process according to activities identified in the Quality Assurance Plan (QAP) developed by the drug regulatory authority
• Provide technical input into the QAP and health product specifications;
• Assist in the updating of the QAP;
• Promote the QAP and support the Quality Assurance/Quality Assurance National Task Force;
• Draft relevant audit responses for observations in the area of PSM and SR management;
• Maintain electronic and hardcopy files and records to ensure proper accountability;
• Perform other related duties as required.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

Pharmacy, supply chain management, logistics.

Required experience:

36 Months

Experience remark:

Experience in working in a pharmaceutical supply chain environment is essential. Experience in forecasting and quantification for health products. Experience working in an international setting is an asset.
