Organizational Setting

The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations that leads international efforts to defeat hunger. FAO's goal is to achieve food security for all and ensure that people have regular access to enough high-quality food to lead active, healthy lives. With 195 members - 194 countries and the European Union, FAO works in over 130 countries worldwide and has started working in Viet Nam since 1978 with its Representation (Country Office) opened in Ha Noi.

At the country level, the Country Programming Framework (CPF) for Viet Nam has been serving as the basis for FAO’s works in Viet Nam for the period of 2022-2026. Climate Change Response, Disaster Resilience and Environmental Sustainability is one of the four FAO strategic priorities under the CPF. The Country Office (CO), with technical support from RAP GEF team, has successfully mobilized significant resources from the Global Environment Facility (GEF) to address the issues related to transboundary water, climate change, environment, biodiversity and ecosystem restoration in Viet Nam.

FAO Vietnam, in partner with the Department of Water Resource Management (DWRM), is formulating the GEF-8 project “Enhancing water security, biodiversity and resilience of livelihoods through integrated water resources management and ecosystem restoration in Viet Nam’s Red River basin”, of which the Concept Note has been endorsed by the GEF Secretariat.

Reporting Lines

The incumbent reports to the Lead Technical Officer of the project and the Assistant FAO Representative (Programme) in Viet Nam, and is put under the daily supervision of the CC-DRR Programme Officer.

Technical Focus

The incumbent supports planning, facilitating and operational/liaison functions. The project’s objective is to apply integrated water resources management and ecosystem restoration approaches in the Red River basin to enhance water security, reverse ecosystem degradation, sustain and enhance biodiversity and improve livelihood resilience. The four core components of the project are as follows: 1) Improving the enabling environment (policy and financing) for integrated ecosystem restoration by enhancing water security; 2) Design and implementation of ecosystem restoration accompanied by incentive mechanisms that stimulate investment to create jobs, secure the livelihoods of local communities and assure long-term change; and 3) Capacity building and knowledge dissemination; 4) Monitoring and evaluation.

Tasks and responsibilities

• Support the Programme Officer in arranging logistics for field mission, assessment, consultation process for Government counterparts; • Support in liaising and follow up with different government agencies to facilitate the consultation and the Government’s review process of the GEF project documents, including the preparation of required documents to request for review, follow up with relevant Ministries/ department to collect comments, compilation of comments; • Support in preparing response matrix to the comments from Ministries and departments and other required documents to submit for MoNRE’s approval of the projects;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University or specialized degree in natural resources management, hydrology, or related field; • At least 5 years of experience working with development projects in Vietnam, ideally in environment and/or agriculture sectors; • Working knowledge of English and Vietnamese, both in written and spoken; • National of Viet Nam or a resident with valid work permit in Viet Nam.

Technical/Functional Skills

• Working experience in water resources management and rural development fields in Viet Nam; • Good multi-cultural and interpersonal skills with experience in networking with partners in Viet Nam at all levels (Ministries, donors, private sector, NGOs and local community-based organizations); • Experience working with international and donor organizations on implementation of participatory projects; • Ability to work in independently and in a team and be open for learning; • Good command of computer skills (MS Word, Excel, Power point, Internet); • Familiar with the structure and functioning of relevant Government institutions, especially MonRE and ideally also MARD and provincial Governments; • Familiar with the institutional landscape of international cooperation agencies, national and international NGOs and national/local civil society organizations; • Proven capacity to work in teams, communicate effectively, establish working relationships central and local government institutions and civil society organizations and manage logistics under pressure; • Extent and relevant experience in donor-funded projects (GEF project in particular is considered a strong asset); • Understanding of FAO policies and programmes is considered a strong asset.
