TERMS AND CONDITIONS

Job Title: Logistic Preparedness Officer Vacancy Number: 166502 Contract type: Service Contract (SC9) Duration: 11 months Duty Station: Suva, Fiji

KEY ACCOUNTABILITIES (not all-inclusive)

Support the development and implementation of the Pacific Logistics Preparedness Plan and activities in a sustainable long-term context. Support existing and build further national capacities and stakeholder networks, aimed at raising the level of emergency logistics preparedness in a local empowerment-focussed setting. Act as the Logistics Preparedness focal point linking to the National Disaster Management Authorities (NDMA), National Disaster Management Organisations and partner agencies, and the Pacific Logistics Cluster.

Reporting and Coordination lines:

  • WFP Fiji MCO Office, Suva: The National Logistics Preparedness Coordinator will report directly to the to the WFP Pacific MCO Head of Logistics and Cluster Coordinator.
  • National Disaster Management Offices / National Logistics Clusters: The National Logistics Preparedness Coordinator will coordinate with the NDMO’s and National Logistics Clusters to gain input and assist drive the logistics preparedness plan and activities, and support coordination needs during emergency response.
  • Ensure the continued involvement of all relevant stakeholders in regular Logistics Preparedness Working Group meetings and perform/contribute to furtherance of the logistics preparedness activities in alignment with national cluster priorities, WFP Pacific country strategic plan (CSP), Emergency Preparedness and Response Plan (EPRP) and Pacific Logistics Cluster plan.
  • Participate in and support of scenario planning, preparedness planning and response planning activities with the national disaster management agency and multiple partners.
  • Collect, analyse and upload data, gather and analyse information related to preparedness from and for partners as required for logistics gaps and needs.
  • Update, develop, test, and implement new logistics tools as required, especially supporting the update of Logistics Capacity Assessments, the PALM tool, and PEARL logistics training initiative
  • Assist the WFP IMO officer on Logistics Cluster website (Operations and preparedness) information and tools updates for the Pacific.
  • In the case of a disaster or emergency affecting one or more PIC’s:
    • Support the national logistics Cluster with coordination needs as required
    • Support the Pacific Logistics Cluster coordinator as required
    • Provide advice to the Pacific Logistics Cluster on the logistics gaps and needs
    • Assist the WFP National Information Management Officer with data collection and IM material development and reporting.
  • Any other duties as required

QUALIFICATIONS

Education & Experience:

  • Master degree in project management, logistics & supply chain, international development; data management or a closely related field; or the equivalent combination of education and experience.
  • A minimum of 3 years of working experience in project management (for candidate with Bachelor degree require a minimum of five years of relevant professional work experience in a humanitarian development or response capacity, preferably in logistics or emergency management. Demonstrated ability to effectively coordinate with government and stakeholders and build local capacity.

Technical Skills & Knowledge:

  • Strong project management and inter-agency coordination skills. Strong writing skills in developing plans, guidelines, reports, and meeting minutes to a professional level that can be shared with Government and partners. Ability to make a positive contribution in a team-based environment and to work under tight deadlines with minimum supervision; excellent interpersonal and communication skills with officials and government counterparts; proficiency in Windows, MS office (Word, Excel, PowerPoint, Outlook) and data management systems. Knowledge in logistics operations and emergency response operations. Training or capacity building and workshop facilitation.

The Pacific Logistics Cluster is also supporting the regional health response to COVID-19 that is being led by WHO and Pacific Ministries of Health, including coordination support to the WFP-led Pacific Humanitarian Air Service which is addressing gaps in air transport services.

WFP is looking for a dynamic national Logistic Preparedness Officer who will be responsible for the day to day management of the logistic tools, under the technical guidance and support of the Global Cluster Logistic team.
