4. Rationale:

   Purpose of the Post:

   To have first line responsibility for coordinating logistics support to ensure the management of supplies, including but not limited to management systems to record, track and report receipt, tracking, storage, cold chain and refrigeration, transportation and distribution of supplies as part of immunization projects at the WCO level, including but not limited to promoting coordinated approaches and the implementation of established strategies and policies; adapting guidelines to respond to country-specific needs, and contributing to capacity building; and developing and managing work plans within the framework of WHO Staff Rules and Regulations, financial rules and AFRO accepted procedures.

   Objectives of the Programme and of the immediate unit or field activity (Overview of the programme):

   Promoting good health at key stages of life, taking into account the need to address health equity, social determinants of health and human rights, with a focus on preventing morbidity, mortality and disability from vaccine-preventable diseases through the optimum use of currently available and new vaccines.

Under the overall guidance and general supervision of the WR, within the scope defined by strategies such as the Global and Regional Vaccine Action plan, regional policy guidelines and programmes objectives, the incumbent has first line responsibility for coordinating logistics support to ensure the management of supplies, including but not limited to management systems to record, track and report receipt, tracking, storage, cold chain and refrigeration, transportation and distribution of supplies as part of immunization projects at WCO level, including but not limited to promoting coordinated approaches and the implementation of established strategies and policies; adapting guidelines to respond to country-specific needs, and contributing to capacity building; and developing and managing work plans within the framework of WHO Staff Rules and Regulations, financial rules and AFRO accepted procedures.

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):

Under the supervision of the WR the incumbent will coordinate and provide technical support to the MOHCC for the planning, implementation and monitoring and evaluation of the Immunisation Supply Chain in the country . The specific duties are to:

1. Provide guidance for development/revision of national policies, norms and standards in different areas of immunization systems support in cold chain, vaccine management and injection safety.
2. Plan, budget for and implement technical assistance to the Zimbabwe Expanded Programme on Immunisation in the area of logistics and immunisation supply chain management.
3. Build national capacities in all areas of immunization systems support through development of training materials in logistics and immunisation supply chain management, supporting national training and supervision including direct on-site supervision as required, creating networks of national supply chain managers and logisticians
4. Develop strategies and methods for planning, monitoring and evaluating immunization operations at national and district levels to include service delivery logistics, supply chain management, equipment/infrastructure management and maintenance
5. Coordinate immunization logistics at different levels including support for demand forecasting for vaccines and related commodities, effective stock management; use, maintenance and replacement of cold chain equipment.
6. Identify operational research needs in different areas of integrated logistics and supply chain including budgeting for the operational research projects.
7. Support implementation of Quality Assurance programmes, logistics and supply management as appropriate to the Immunisation Programme
8. Encourage close collaboration at/between immunisation partners at regional/sub-regional and country levels, including encouraging information-sharing with IST and Afro; ensuring timely collection, collation ad analysis of data on Immunisation Supply Chain in Zimbabwe.
9. Support the WR in the development of work plans and budgetary proposals for immunisation, as required.
10. Carry out other activities as assigned by the WHO Country Representative

   2. Proven track record in the development and implementation of norms and standards and effective reporting mechanisms and systems, and/or M&E.
   3. Excellent communication and presentation skills with ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts; and to participate in resource mobilization and advocacy activities.
   4. Proven interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics.
   5. Diplomacy tact and courtesy.

   Education (Qualifications):

   Essential: Degree or Professional Qualification in Purchasing/Logistics and Supply Management

   Desirable: MSc in Procurement, Logistics and Supply Chain Management

   Experience:

   Desirable: At least 5 years’ experience in Immunisation Supply Chain management at national or provincial level.

   Essential: Proven experience in effective vaccine management

   Languages: Excellent knowledge of English. Knowledge of local language(s) is an asset

   Other Skills (e.g. IT): Computer literary with a sound knowledge of excel and word software

3. Place of assignment

Incumbent will be based in Harare at the WHO Country Office with travel to the provinces and districts of the country as required.
