Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

The position is under the overall supervision of the FAO Representative in Somalia, and the overall supervision of the field security officer/country security focal point.

Technical Focus

The incumbent will be responsible for managing security operation support to enable programme implementation activities while ensuring the safety, security of personnel and field office property in Jowhar District.

Tasks and responsibilities

• Establish working contacts with key members of the local government security authorities, community leaders and other stakeholders. • Maintain an updated list of FAO personnel working or travelling from/to Jowhar for the purpose of tracking and reporting. • Assist FAO personnel in preparing and submitting security clearances when needed. • Participate in the UNDSS-Area Security Cell meetings and attend Area Security Management Meetings as an observer and compile a brief report on the meeting key highlights of the meeting report for the FSO/CSFP and Head of Office for reference. • Maintain a copy of the area Security Plan, Ad Hoc SRMs, and CONOPS including updating staff lists and the warden system as directed by FSO/CSFP. • Observe staff compliance with Security Risk Management Measures and report non-compliance to FSO/CSFP and the Head of Office for further corrective actions. • Identify security equipment/logistics/training needs for FAO Jowhar office, initiate/request, monitor procurement and report on implementation status to FSO/CSFP and Field Office. • Assist the FSO in organizing security drills and training courses on security issues/awareness and preparedness for FAO personnel in Jowhar. • Provide FAO personnel, particularly external missions, with safety and security briefings and other proper security-related information regarding the environmental context. • Timely report all security and safety-related incidents involving FAO personnel, and assets to FSO/CSFP and Head of Field Office for further review and dissemination. • Perform other duties as required by FSO and FAO Representative to Somalia.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in business administration, social science, political science, security risk management, or any relevant discipline from a reputable Institution. • At least three (3) years of relevant experience in Military, Police Services/UNDSS. • Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s). • National of Somalia.

Technical/Functional Skills

• Ability to work effectively under pressure, in difficult circumstances, as well as the ability to communicate with personnel at all levels and has a strong sense of confidentiality and discretion, punctuality and honesty and reliability. • Ability to work under stress and willingness to work long irregular hours and still deal helpfully and courteously with all contacts. • Demonstrated understanding of the deployment area in terms of cultural sensitivity and local dynamics context. • Computer literacy including skilled use of Microsoft Office suite and Mapping applications is required. • Excellent communication and analytical skills in both written and spoken English and Somali/translating simple text in the Somali language into English. • UNDSS Local Security Assistant (LSA) certification is desirable.
