OBJECTIVES OF THE PROGRAMME

Des unites d'appui administratif aux pays (CSU) ont ete creees dans la structure organisationnelle pour aider les directeurs de service et les membres du personnel a assumer pleinement leurs responsabilites dans l'environnement du Systeme mondial de gestion (GSM)et garantir le respect des politiques, procedures, regles et reglements institutionnels sur toutes les questions et transactions administratives et financieres dans le contexte d'un progiciel de gestion integre (ERP).

DESCRIPTION OF DUTIES

Sous la supervision directe et les orientations generales du l'Administrateur Charge des Operations, le/la titulaire du poste executera les taches suivantes : Effectuer des evaluations periodiques des risques de securite dans la zone de responsabilite, selon les besoins, et appuyer les operations de l'OMS ;Etablir des procedures operationnelles permanentes pour les operations de l'OMS dans tout le pays ;Tenir a jour les listes du personnel de l'OMS et des personnes a charge admissibles et informer l'UNDSS chaque semaine de toute modification de la liste ;Entretenir des contacts reguliers avec les responsables locaux de la securite, l'UNDSS, les points focaux securite des agences des Nations Unies ainsi que les organisations non gouvernementales et autres acteurs non etatiques dans la zone d'operation ;Fournir un soutien dans l'organisation et la conduite de cours de formation sur la sensibilisation et la preparation a la securite, et fournir une orientation en matiere de securite aux membres du personnel nouvellement affectes ;Conseiller les membres du personnel sur les operations d'urgence en cas d'urgence, conformement au plan de securite du pays/de la zone ;Controler le respect des mesures de gestion des risques de securite (SRMM) etablies pour le lieu d'affectation ;Surveiller les incidents de securite affectant le personnel, les bureaux et les biens de l'OMS, et preparer des rapports de securite, tels que le rapport d'incident de securite ;Tenir a jour les dossiers/documents de correspondance courants et confidentiels ;Effectuer des evaluations de securite et fournir des conseils sur les mesures de securite pour les residences (Residential Security Measures - RSM) du personnel de l'ONU, ainsi que sur les dernieres tendances et menaces pour la surete et la securite du personnel ;Mettre en place et maintenir un systeme de gardiennage et tenir a jourles informations relatives aux bureaux et residences de l'ONU ;S'assurer que la communication HF/VHF est maintenue avec le centre de communication de l'UNDSS et les operations de l'OMS sur le terrain ;Gerer et tenir a jour la liste des gardiens de l'OMS ;Effectuer toute autre tache pertinente a la demande des superviseurs.

REQUIRED QUALIFICATIONS

Education

Essential: Cycle secondaire complet ou formation technique dans le domaine de la securite Desirable: Un diplome universitaire dans le domaine de la securite serait un avantage.

Experience

Essential: Au moins 8 ans d'experience dans le domaine de la securite, de preference dans le contexte militaire ou policier ou dans un domaine de travail connexe. Desirable: Une experience prealable au sein du systeme des Nations unies ou d'une ONG internationale est souhaitable mais pas obligatoire.

Skills

Bonne connaissance des procedures standards normalisees (SOPs)Excellente connaissance des regles, reglements et pratiques de l'OMS en matiere de securite ;Bonne capacite de planification ;Capacite a creer et a entretenir des relations de travail saines avec des personnes de nationalites et de cultures differentes.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at XOF 11,466,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
