Title: Local Legal Consultant Type of engagement: Local Consultant Location: UNICEF Prishtina / Kosovo Approximate start date: 1st of March 2022 End date: 30 June 2022 Number of days (working): 20

Purpose of Activity/Assignment:

Under the supervision of the Child Protection Officer and in close collaboration with International Consultant on Disability, the Local Legal consultant will provide legal technical expertise for the normative and thematic review, analysis to support the finalization of the “draft law on evaluation, status recognition, benefits, and services for persons with disabilities”.

Scope of Work

Support the International Consultant and the working group, through the provision of technical expertise for the legal and normative review, analysis and formulation of the provisions in the draft “law on evaluation, status recognition, benefits, and services for persons with disabilities”.

This short-term technical expertise will provide on-site and off-site support for the review, analysis and finalization of the draft law as per the following:

  • Closely work with the International Consultant and working group to define the conceptual roadmap of key findings and recommendations from the previous review, to be addressed in the draft law during the finalization process.
  • In coordination with the International Consultant provide guidance and facilitation of the working group on technical contribution to the draft law;
  • Facilitate a series of workshops to be organized with the working group and the International Consultant during the finalization process of the draft law;
  • Provide technical expertise on normative and thematic articulation of provisions into the revised draft law;
  • Contextualization of the provisions into the revised draft law in alignment and harmonization with other primary related legislation in force;
  • Provide technical expertise to ensure that the interests of children with disabilities are well covered by the draft law;
  • Facilitate the communication and provision of inputs between the International Consultant and the working group.

**Work Assignment Overview

Tasks/Milestone:** Technical expertise for the legal and thematic review, analysis and normative formulation to support the finalization of the “draft Law on evaluation, status recognition, benefits, and services for persons with disabilities”. Deliverables/Outputs:

  • Define the conceptual roadmap of key findings and recommendations from the previously conducted review, to be addressed in the draft law (2 day workshop)
  • Technical support and facilitation of workshops organized with working group and international expert (5 day workshop)
  • Normative and thematic formulation of provisions and chapters into the revised draft law (6 day)
  • Contextualization of the provisions into the revised draft law in alignment and harmonization with other primary related legislation in force (4 day)
  • Follow up actions and outputs that derive from the joint work with the International Expert and working group. (2 day)
  • Consultative meeting with working group and other stakeholders to present and validate the revised draft law (1 day)

    Minimum Qualifications required:

Masters and University degree in Law, Social Sciences, Social Work, International Relations, Government, Public Administration, or other relevant disciplines

Knowledge/Expertise/Skills required:

  • High University Degree on Law, Political and/or Social Sciences
  • Knowledge and experience on local and international legal and policy framework and instruments for Children with Disabilities with a focus on ICF, UNCRPD and CRC.
  • At least 5 years of work experience in interventions involving cooperation between government, institutions, UN organizations and international agencies, Organizations of Persons with Disabilities, Human and Children's Rights.
  • Experience in consultancies, counseling, and capacity building in the field of inclusion, social welfare, protection, education, health and rehabilitation services for children with disabilities.
  • Experience and technical expertise in drafting primary and secondary legislation in the field of child rights, child protection and disability.
  • Fluent in English and Albanian language.
