Background:

The OSCE Programme Office in Bishkek (POiB) assists the host Government with the implementation of OSCE commitments and relevant international obligations and standards. The Human Dimension Department (HDD) is primarily responsible for the effective implementation of human rights, international law and rule of law standards at the national and international levels. In addition, the HDD has the responsibility to ensure gender mainstreaming and inclusion of persons with disabilities in all of HDD’s projects and activities.

Note: This intership is planned for minimum 2 months, starting in September 2022. Possible extensions up to 6 months are subject to the needs of the hiring unit and performance of the incumbent.

Tasks and Responsibilities:

HDD is a dynamic unit, with a broad portfolio of projects that includes project activities on a daily basis around the country. Therefore, the selected intern will have the opportunity to gain an overview/familiarize themselves with the broader POiB mandate and human rights commitments in Kyrgyzstan. Under the overall supervision of the Head of the Human Dimension Department, the intern will be requested to carry out the following duties:

  1. Assisting Programme Assistants and Senior Programme Assistants in all types of programmatic tasks, including: attending official events; interacting with partners from state agencies, civil society and other international organizations; document drafting; logistical preparation, and; other tasks, as needed;
  2. Provide feedback / report regularly to the supervisor, prepare various written outputs such as: agendas; briefing papers, minutes, talking points and other correspondence;
  3. Contribute to the mission of HDD by applying knowledge and skills in a manner that will be useful for beneficiaries and the POiB;

Necessary Qualifications:

  • Be between 19 and 30 years old and have completed two years of full-time studies from an accredited institution or have completed a first or advanced degree in a field relevant to the OSCE’s mandate no longer than two years ago by the closing date listed;
  • Citizenship of or permanent residence in Kyrgyz Republic;
  • Currently studies or graduated in an academic field related to the HDD portfolio (such as law, human rights, political science, social sciences, or a similar field);
  • A desire to work in one more of the following areas is required: human rights; rule of law; election law; penitentiary reforms; anti-torture efforts; the rights of person with disabilities; gender equality; countering trafficking in human beings; migration; the rights of persons with disabilities;
  • Fluency in English with excellent communication skills;
  • Knowledge of Russian language is highly desirable;
  • Knowledge of the Kyrgyz language would be an asset;
  • Knowledge of the Central Asian region and its society and politics is highly desirable;
  • Good organizational skills with ability to process information quickly and efficiently;
  • An understanding of gender mainstreaming and inclusion in the workplace;
  • Strong analytical, research and drafting skills;
  • Previous experience in working for international organizations/internships or in a diplomatic service, as well as knowledge of human rights issues would be an asset;
  • Excellent IT knowledge, familiarity with Microsoft Office and Internet applications;
  • Ability to establish and maintain effective working relations with people from different national and cultural backgrounds, while maintaining impartiality and objectivity.

Remuneration Package:

The OSCE is not in a position to pay any remuneration or cover any expenses incurred by the intern during his/her stay nor reimburse travel expenses.

The selected intern may participate in the group health insurance scheme at his/her own expense, but the OSCE will cover life and accident/disability insurance. If the intern opts to arrange his/her own medical coverage, he/she shall provide evidence of medical coverage for the duty station he/she applies to, and for any eventual duty trip destinations.

The internship does not constitute a commitment to future employment with the OSCE.
