The country programme for 2021–2025 results and strategies are fully aligned with the 2030 Agenda for Sustainable Development, as outlined in the emerging SDG Framework in Bosnia and Herzegovina, and the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021–2025. The country programme will also contribute to the achievement of priorities expressed in: (a) the Action Plan for the Implementation of Priorities from the European Commission Opinion and Analytical Report; (b) the “Joint Socio-Economic Reforms for the period 2019–2022’’; and (c) the human rights commitments of Bosnia and Herzegovina and the related treaty obligations, in particular the Concluding Observations of the Committee on the Rights of the Child. Consultations with government counterparts, civil society, academia, the private sector and young people informed the scope of the country programme.

The vision of the proposed country programme is that all children in Bosnia and Herzegovina will benefit from an equitable realization of their rights to health, education, protection, and participation, overcoming the existing bottlenecks and in line with the Sustainable Development Goals. The Theory of Change is that children will have more chances to survive, thrive and develop to their full potential if more children, from birth through adolescence, enjoy greater access to and use of strengthened service-delivery systems in health, nutrition, early childhood development, inclusive education, social protection, care and justice systems, and if parents and communities are enabled to fulfil children’s rights through positive social norms and practices.

Promotion of child rights, especially the most disadvantaged ones, requires efficient, persuasive, clear and understandable two-way communication. In order to advocate for promotion of child rights, to increase understanding and visibility among the stakeholders about UNICEF and its values, UNICEF in Bosnia and Herzegovina is managing the public and media relations, collaboration and partnerships with the various list of stakeholders. UNICEF is constantly increasing its’ presence in public and media space and updating its communication (including the digital and advocacy) strategy to allow participatory and interactive communication for protection and promotion of child rights.

How can you make a difference?

Individual Contractor - Assistant for Social Media and U-Report will provide assistance to UNICEF Communication Officer in content curation and co-creation with target groups on and through the social media, provide evidences and analysis as well as data for regular reports and monitoring of the social media landscape. Consultant will also maintain the Rapid Pro database, manage U-Report polls and results and will provide and coordinate logistical and technical support in organizing communication, advocacy and visibility events.

Major Tasks to be accomplished:

Under the supervision of the Communication Officer/In consultation with the Programme Team, specific tasks will be defined for various activities. This includes, but is not limited to the following:

• Assistance in production and implementation of communication, advocacy and resource mobilisation strategies

• Content curation and co-creation with target audiences on traditional and social media

• Regular and ad-hoc maintenance of UNICEF Social media channels

• Maintenance of UNICEF website (Drupal platform)

• Maintenance of U-Report database, web page and social media (Rapid Pro, Facebook, wen and Viber)

• Presentation of U- Report and specific poll results to various audiences on ad-hoc bases

• Provision of communication data on regular and ad-hoc bases and analysis of digital and social media for various reports, proposals and communication plans • Research and analysis of implementation and key performance indicators of the Communication Strategy

• Logistical and technical assistance in preparation and event management, field visits and activities aiming at boosting donor visibility

All content, materials and activities will be coordinated and approved by UNICEF Communication Officer. All actions will be harmonized with UNICEF’s Brand Book and Global and CO Communication and Advocacy Strategy and Digital Governance Framework.

Estimated duration of contract and Tentative Dates: 1 February 2021 – 15 January 2022 (11.5 months), full time, office based

Full time office based individual contactors are entitled to paid time off and paid Official UN holidays in the duty station, in line with DED instruction. Paid time off for the duration of this contract is 17.5 days.

To qualify as an advocate for every child you will have:

  • Relevant university degree (Social Sciences, IT, Marketing, Communication or similar)
  • Excellent communication skills, including language skills (Bosnian/Croatian/Serbian and English)
  • Understanding of UNICEF’s mission in Bosnia and Herzegovina and commitment and understanding of basic principles of child rights
  • At least two years of experience in communication/social media management/marketing or similar
  • Knowledge of relevant social media, IT tools and applications and databases (Hootsuite, Drupal, Rapid Pro)
  • Ability to work under pressure and follow suggestions and constructive recommendations to deliver results

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
