The World Bank (WB) and UNICEF will conduct a Public Expenditure Review (PER) in the Human Development sectors in Serbia, namely health, education and social protection. The purpose of this PER is to help Serbian authorities and broader stakeholders to understand challenges in these three sectors and to provide advice on reforms that could help to either allocate more public resources for these functions, or to use the available resources more efficiently.

Regarding the PER for the health sector, there will be two main outputs: (1) an overall health system public expenditure review and (2) the deep-dive analysis into public primary health care (PHC) capacity in Serbia. The work will also include special consideration related to the public expenditures for the health of children, especially at the PHC level. The work will, to the extent possible, investigate the impact of COVID-19 on the overall health system.

Work Assignment Overview:

The consultant will be responsible for the analysis, reporting and presentation of data collected for the PER. The consultant is not responsible for collecting the data from the country, a task to be performed by a different consultant, but will need to pull in data from different databases for analysis. Most of the data collected from the country will likely be in Excel format (some might be in other formats, including *.pdf) and will need to be converted to database(s) in statistical software format such as Stata for analysis.

Duration of the assignment: August – December 2020, up to 30 workdays

Detailed task description:

• Downloading relevant data from international databases for benchmarking analyses comparing Serbia with relevant countries on certain indicators. Such databases will be identified in consultation with the World Bank and UNICEF teams. Some examples include WHO’s Health for All, World Bank’s World Development Indicators, and database on the burden of diseases housed at the Institute for Health Metrics and Evaluation. Data on COVID-19 impact will be included if available;
• Forming the database(s) of locally collected data by converting data from Excel to Stata;
• Cleaning the data as needed;
• Performing necessary data description and analysis to be agreed with the task team;
• Reporting the highlights of the data analysis;
• Creating graphs and tables in standardized formats to be agreed with the task team;
• Performing other tasks as needed.

Deliverables and Timeline:

1. Analytical report from international databases is prepared; (up to 7 workdays, until 15th September)
2. Analytical report on locally collected data is prepared; (up to 15 workdays, until end of November)
3. Graphs and tables are agreed and presented. (up to 8 workdays, until 15 December)

Knowledge/Expertise/Skills required:

• A university graduate specialized in Economics, Health Sciences, Statistics or similar fields;
• At least 5 years of relevant professional experience in data analysis and reporting, with a proven track record (publications, presentations, etc.);
• Proficiency in at least one statistical software, preferably Stata;
• Experience of working in the Serbian health sector is an advantage;
• Excellent written and oral communications skills in both English and Serbian;
• Proven teamwork abilities;
• Proven ability to produce results within tight deadlines.
