Competencies

Functional Competencies

  • Strong analytical capacity and experience in socio-economic analysis, needs assessment and programme design
  • Ability to undertake technical policy-focused research related to local governance, local development and decentralization
  • Good knowledge and substantial field experience in local governance, local development and decentralization.
  • Solid understanding of the concept/theory and practice of decentralization and local governance broadly.
  • Sound knowledge on the policy and implementation of decentralization related processes and mechanisms.
  • Experience in strategic planning, participatory and inclusive methodologies (territorial and local development plans) including gender equity and women’s empowerment in local governance processes.
  • Experience in working with government’s institutions, local communities, civil society, private sector and other non-governmental organizations.
  • Knowledge of the 2030 Agenda for Sustainable Development, and SDGs implementation frameworks at different levels.
  • Knowledge and experience in capacity strengthening.
  • Capacity to work in multidisciplinary teams.
  • Ability to plan own work, report on work progress and deliver outputs in a timely manner.
  • Ability to structure a task in terms of the analytic/investigative process and to produce a well-structured output;
  • Openness to change and ability to receive / integrate feedback;
  • Excellent report writing, communication and interpersonal skills
  • Ability to work under pressure and to deliver in a timely manner without compromising quality standards.
  • Excellent communication and writing skills.

Required Skills and Experience

Education

  • Master’s degree in public policy, urban planning, development studies, social science or related fields.

Experience

  • A minimum of 10 years of relevant experi ence of working in local governance, local development and decentralization assignments.

Language

  • Excellent knowledge of the English Language.
  • Capacity to communicate fluently with different stakeholders (Government authorities, Development Partners, civil society, etc.).
