Background

The Sustainable Development Goals (SDGs) outline a compelling vision of a desired future for our planet and the people within it. Achieving these global goals will require around $5-7 trillion dollar of annual investment across all sectors and will likely shape the next 10 years of financing for development. Approximately half of these investments in the SDGs can be privately financed. In this context, new sources of capital that can help finance SDGs are required, ranging from large institutional investors to the private wealth industry to help promote sustainable development.

Impact investment and social entrepreneurship represent key mechanisms for leveraging private investment for public good in ways that create win-win-win scenarios for implicated stakeholders. Impact investment can catalyze additional capital flows into developing economies and stimulate private sector development where this is otherwise absent. By combining various forms of capital with different return requirements, social challenges can be addressed in more scalable ways than what is achievable by the government alone.

Impact Measurement and Management (IMM) is one of the most fundamental pillars in impact investments and is considered as a must component for rational, substantiated, and sensible decision making and validation processes for assessing contribution of the impact activities towards SDGs. In this regard, one of the UNDP’s primary service offerings includes supporting impact investment initiatives in understanding and application of IMM, specifically in helping to generate advanced understanding of impact and enhancing it across several areas and multiple stakeholders in the context of SDGs.

Objective:

UNDP Armenia Impact Measurement and Management (IMM) unit aims to promote common impact-based principles for investing, consideration of impact data in decision-making with equal emphasis and rigor to financial risk and return. The Innovation and SDG Finance Portfolio seeks the services of an IMM Expert to support IMM Lead and ImpactAIM team on IMM dimension with all respective components, mainly facilitating the trainings, mentorship and validation of ventures impact profiles, as well as ensuring compliance of IMM framework and methodologies with UNDP RBM standards.

UNDP Armenia ImpactAIM Project is currently looking for an experienced professional in the field of Impact Measurement and Management (IMM) to continue its efforts and focus on practical applications of impact measurement and management. The initiatives where IMM will be applied include but are not limited to startup acceleration programs across UNDP, innovative financing instruments, impact investment funds, direct investment projects.

Duties and Responsibilities

Under the overall guidance of Team Lead, Innovation and SDG Finance Portfolio and direct supervision of IMM Lead, the incumbent will provide required services to support UNDP Impact Measurement and Management (IMM) unit by facilitating and delivering trainings for different Accelerator programs participants, including to CSOs and startups. The incumbent will closely collaborate with UNDP ImpactAIM team, experts, external and internal parties. The Expert will perform the following duties:

  • Facilitate thematic IMM capacity and knowledge building trainings for ventures, internal and external private and public sector partners.
  • Facilitate mentoring and coaching sessions for ventures, develop and validate impact decks and impact models through applicable software and methodologies.
  • Design, review and upgrade any in-house designed IMM materials (IMM curriculum, IMM profiles/models, IMM service offerings for target partners, one-pagers etc).
  • Collect and conduct data analysis, design and initiate surveys, conduct data visualization and data communication to various target groups, including local and international public and private sector partners.
  • Define assessment model of data collection and data management, including baselines, follow-up surveys and end of project data repositories.
  • Complete IMM Service Package for #SheDisrupts Philippines 2021, including:
  1. designed 2 surveys for Quality Assurance purposes
  2. implemented 4 online IMM capacity and knowledge building trainings
  3. group mentorship and 1:1 coaching for 20 ventures
  4. developed 20 IMM pitch decks for selected ventures
  5. collected and analyzed QA data and developed recommendations
  • Complete IMM Service Package for BOOST Accelerator Programme, including:
  1. designed 2 surveys for Quality Assurance purposes
  2. implemented 5 online IMM capacity and knowledge building trainings
  3. group mentorship and 1:1 coaching for 20 ventures and CSOs
  4. developed 20 IMM pitch decks for selected ventures and CSOs
  5. developed 10 impact profiles with the utilization of software
  6. reviewed and finalized 10 impact profiles with the utilization of the software
  7. collected and analyzed QA data and developed recommendations

Expected Deliverables:

The primary responsibility of the Expert is to efficiently deliver the following tasks and deliverables at a high level of quality and competence within the agreed schedule by ensuring the required resources.

Payment mode:

Lump sum payable modality will be applied for this assignment. Payment will be conducted in the following instalments, upon completion of the tasks and approval of deliverables by the UNDP SDG Finance Portfolio and IMM Lead:

  • Deliverable 1 – 50%
  • Deliverable 2 – 50%

Competencies

  • Expert knowledge on standard M&E and IMM processes, tools, frameworks, and approaches.
  • Excellent skills to conduct and facilitate impact trainings for startups, private and public sector entities, partners etc.
  • Excellent quantitative, data analysis, data visualization and communication skills.
  • Excellent communication and presentation skills, written and oral.
  • Expert knowledge on design of results frameworks, logical frameworks, or similar tools.
  • Knowledge of major impact investment developments and frameworks, IMM and M&E methodologies and approaches.
  • Demonstrated ability in project design, concept development.
  • Ability to work under the pressure, with minimum supervision and on-distance.
  • Demonstrated initiative, tact and high sense of responsibility and discretion.
  • Strong teamwork skills.
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
  • Ability to handle big volume and scope of simultaneous tasks, as well as work under the pressure and in circumstances of diverse interests.

Required Skills and Experience

Education:

  • Master’s Degree in social sciences, development economics, finance, international development, statistics, or relevant disciplines
  • Professional Certificates in the field of M&E, Data analytics, sustainable development, and other relevant disciplines are desirable.

Experience:

  • At least 5 years of progressively responsible professional experience in performance monitoring and/or evaluation role with international development organizations or sustainability-oriented organizations, implementation/research experience is required at the national or international level.
  • Demonstrated experience with inclusive business/social business/impact investing/market-based approaches to development.
  • Demonstrated experience in implementing impact measurement of inclusive business/social business.
  • Experience in practical application of impact measurement approaches following IRIS+ Taxonomy, GALI, PRI Principles or other relevant metrics is an asset

Languages:

  • Excellent knowledge of the English and Armenian languages, with exceptional writing, presentation, and communication skills. Knowledge of Russian or other UN language is an asset.

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the candidate whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
