Background

UNDP in Armenia, with the support of the Russian Federation, implements “Unleashing Employment and Income Generating Opportunities for the Youth in the Regions of Armenia” Project. The Project aims at supporting the fulfilment of the youth’s potential and wellbeing in the regions of Armenia through improved education opportunities, facilitated labor market transition and entrepreneurship.

The Project being implemented in close partnership with the RA Ministry of Science, Education, Culture and Sport pursues the following 3 key objectives:

  • Increase the employability of youth in vocational education and training by addressing the mismatch of the labour market demand and supply sides
  • Facilitate transition to work for youth in the target regions
  • Support economic empowerment of young people in the target regions, especially in rural and remote areas.

Under the first objective the Project plans to upgrade a number of selected TVET institutions located in the Project target regions to improve TVET quality as key measure to making young people more employable and allowing them to acquire modern skills and gain access to decent work.

Duties and Responsibilities

Support to the Project to finalize several infrastructure rehabilitation related tasks, particularly:

  • Visit several selected TVETIs located in Kotayk, Gegharqunik, and Syunik regions with the purpose to access the TVETIs laboratory premises for the planned renovation works
  • Prepare bills of quantities along with the tender packages for the rehabilitation of the existing laboratory premises of the selected TVETIs
  • Participate in the evaluation of the tender packages to be submitted by interested companies
  • Make regular field visits to monitor rehabilitation works of the selected TVETIs
  • Provide recommendations on further rehabilitation activities to be accomplished in 2024 within the planned budget.

Competencies

  • Knowledge of standards, procedures and principles of national construction processes
  • Willingness to travel extensively to the regions where the Project operates
  • Knowledge of local building codes and standards
  • Awareness of best practices in the structural engineering, civil engineering and design
  • Demonstrated ability of cooperation with different stakeholders: local municipalities’ specialists, scientific institutions, design and construction companies, material providers and private sector;
  • Good knowledge of MS Office (Word, Excel), as well as knowledge of the task specific design and engineering software (AutoCAD, ArchiCAD, etc).

Required Skills and Experience

Eduaction:

  • Master’s degree in Architecture, Structural Engineering, Civil Engineering or equivalent

Experience:

  • At least 7 years of practical experience in civil engineering/construction design, construction coordination and technical oversight/inspection
  • Experience in infrastructure rehabilitation projects at national level
  • Working experience with international donor organizations is an asset.

Languages:

  • Excellent knowledge of Armenian, working knowledge of English.

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the candidate whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
