UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

Objectives:

The consultancy will deliver on the following objectives:

  • Strengthening the collection and analysis of child-related data as part of key national household surveys.
  • Strengthening data governance and key administrative data systems.
  • Strengthen data management and use in key analysis and reporting.

Tasks:

Task 1. Strengthen child component of national household surveys

The consultant will support UNICEF Philippines in following up on the data collection and analysis of the DHS 2022 in coordination with PSA. It will also support UNICEF’s engagement with the roll out of the Community-Based Monitoring System (CBMS). These contributions will include review of questionnaire and alignment with global methodologies. The consultant will also contribute to the design of questionnaire and analysis of key data for the Longitudinal Cohort Study of Filipino Children. The consultant will also help identify additional opportunities for strengthening data collection and analysis, including guiding the UNICEF M&E team in BARMM with engagement in DevLive+ with UNDP and the roll out of CBMS.

Task 2. Strengthening data governance and strategizing to strengthen administrative data systems

The consultant will support UNICEF Philippines in further developing its data strategy, including in BARMM. This includes identifying key gaps and entry points for strengthening administrative data systems and engaging with key UNICEF sector to identify opportunities for strengthening specific data systems. This include of entry points as part of the implementation of the Philippines Statistics Development Plan as well as exploring opportunities to pilot the Administrative Data Maturity Model developed by UNICEF globally.

Task 3. Support data management in UNICEF Philippines

The consultant will support UNICEF Philippines in strengthening the management and use of data for children in key initiatives. This includes support to the Voluntary National Review which highlights the key progress on child SDGs. It also includes support to the data compilation and analysis for the Situation Analysis of Children in the Philippines. The consultant would also work with the Knowledge and Innovation Data-Driven Systems Unit to identify ways to strengthen data management in UNICEF Philippines as well as support PSA in establishing a SDG data platform.

Deliverables:

On Task 1

  1. Update on the roll out and support preparation for DHS 2022 data collection
  2. Recommendations for improvement of the CBMS questionnaire
  3. UNICEF strategy to support the roll out of CBMS at subnational level
  4. Recommendations for strengthening questionnaire of Longitudinal Cohort Study of Filipino Children.

On Task 2

  1. Identify key entry points for strengthening administrative data systems and roll out of the Administrative Data Matury Model
  2. Support to Mindanao Field Office in exploring data strengthening approaches

On Task 3

  1. Compiled inputs to the VNR to strengthen children lens
  2. Support to data compilation for the Situation Analysis of children
  3. Identification of data strengthening tools and approaches for UNICEF Philippines

Qualifications and Competencies of Successful Consultant

  1. Education:
  • University degree, preferably at the master level, in statistics, data science, international development or related disciplines.
  • Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.
  • At least eight (8) years of progressively responsible humanitarian work experience with government, UN and/or NGO, including in statistics, data management and data science.
  1. Specialist skills/Training:

  • Understanding of data landscape and governance in the Philippines.
  • Demonstrated knowledge.
  • Communicates, works and networks effectively with a wide range of people to reach broad consensus, and demonstrates leadership where required.
  • Thinks and acts strategically and prioritize actions aligned within an agreed strategy.
  • Previous experience in planning, managing, and conducting capacity strengthening efforts on data, highly desirable.
  • Strong analytical and presentation (oral and written) skills including use of essential computer software packages.
  • The ability to meet deadlines and work with minimal day to day supervision.
  • High coordination and communication skills with experience in working with CSOs, UN agencies, DOH, NNC, and LGUs.
  • Excellent writing and analytical skills.

Critical Competencies:

  • Proven ability to conceptualize, innovate, plan, and execute ideas and systems.
  • Ability to express clearly and concisely ideas and concepts convincingly in written and oral form.
  • Proven ability to plan, manage and monitor the effective use and safekeeping of fixed assets and financial resources.
  • Ability to plan, coordinate and manage multi activities and adjust to changing priorities.
  • Ability to organize, manage and participate within teams.
  • Ability to organize and implement training aimed to building capacity.
  • Ability to analyze data, identify bottlenecks to improve systems and provide recommendations.
  • Good interpersonal skills to ensure effective working relationship with partners and colleagues. Sensitivity to partner’s needs and expectations, maintaining open communications.
  • Innovative, able to take risk and able to lead or participate in change to keep operations working. Practical solution oriented.
