This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The war against Ukraine has inevitably impacted its neighboring countries, with a large-scale refugee influx. On 24 February the Government of the Republic of Moldova declared a state of emergency, following the outbreak of hostilities in neighboring Ukraine. Authorities established a special regime of entry and exit from the country, special measures for the protection of refugees, the protection of the population and of the country’s institutions. The Government has declared its readiness to receive refugees from Ukraine and is cooperating with the UN, as well as local and international organizations to respond to the unfolding crisis. The project Promoting Gender-responsive Refugee Responses at the Regional and Country Level aims to support 11,195 people affected by the Ukraine crisis, including 9,975 as direct beneficiaries (8,725 women and 1,250 men) of gender responsive humanitarian services and responses and around 33,5851 people as indirect beneficiaries. This is to be achieved by ensuring that women’s and girls’ voices and needs are met and prioritized within the Regional Refugee Response through advancing gender-responsive programming, financing, and coordination with and of UN agencies, regional inter-governmental bodies and refugee response structures in addressing the gender specific impacts of the humanitarian/refugee crisis, while simultaneously ensuring that vulnerable refugee women including Gender Based Violence (GBV) survivors and those at-risk have strengthened access to protection services, capacities and resources that reflect multisectoral coordination and are gender-responsive and survivor-centred in Moldova. UN Volunteers continue to support UN Women partners in the emergency response to the war in Ukraine. The intervention is aimed to support the volunteers to gain decent income and improve their employability. It will also support them contribute to implementing programmes and projects that are focused on refugee response initiatives and multisectoral GBV services to refugee women and girls. UNV will serve as local coordinators of the emergency response to the war in Ukraine at the level of South, North, and Central regions of the Republic of Moldova and will contribute to increased access to livelihood opportunities, required assets, skills for Ukrainian Refugee women and girls’ survivors of GBV and those at-risk.

Within the delegated authority and under the supervision of Project Manager or her designated mandated representative(s), the National UN Volunteer will:

•Coordinate consultation activities with civil society organizations working on refugee response in the Northern, Central and/or Southern regions of the Republic of Moldova. •Contribute to the organization of capacity development actions such as workshops, trainings and webinars for and with refugees. •Collect data on increased access to livelihood opportunities, required assets, skills and opportunities in Moldova for Ukrainian Refugee women and girls’ survivors of GBV and those at-risk. •Contribute to strengthening intersectoral actions, with an emphasis on mainstreaming to refugee response related activities (education, health, MHPSS). •Maintain communications with UN Women CO and support in identifying needs, barriers and gaps. •Contribute to strengthen networking among refugees and community. •Build networks with other volunteers in other sectors to facilitate solutions and responses; •Identify refugees with specific needs and concerns of various groups and refer them to the services through existing referral pathways. •Support with the elaboration of knowledge products, documenting success stories, lessons learned and best practices including drafting human-interest stories. •Provide inputs for the preparation of reports, briefings, presentations, and talking points;
•Any other related tasks may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

•Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). •Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; •Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
•Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. •Assist with the UNV Buddy Programme for newly-arrived UN Volunteers. •Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

•Experience working with women rights issues is necessary as well as a good understanding of gender-based violence and gender issues. •Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
•Oral and written skills. •Accuracy and professionalism in document production and editing. •Teamwork and respect for diversity: ability to operate effectively across organizational boundaries. •Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners. •Ability to work and adapt professionally and effectively in a challenging environment. •Ability to work effectively in a multicultural team of international and national personnel. •Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; •Commitment to continuous learning: initiative and willingness to learn new skills and stay abreast of new developments in area of expertise. •Genuine commitment towards the principles of voluntary engagement, which includes solidarity, compassion, reciprocity and self-reliance; and commitment towards UN Women mission and vision, as well as to the UN Core Values.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. The Republic of Moldova lies in the central part of Europe in the north-eastern Balkans. Moldova occupies an area of 33,843.5 km2. The capital of Moldova is Chisinau. On the North, East and South Moldova is surrounded by Ukraine, and on the West it is separated from Romania by the Prut River. The landscape of Moldova consists of hilly plains with an average altitude of about 150 meters (495 feet) above sea level, which flatten gradually toward the southwest. Old forests called Codrii cover the central part of the country. Moldova is in an earthquake zone connected to the Carpathian Mountains. The last major earthquake occurred in 1989, although smaller scale earthquakes are common throughout the year. Moldova’s two major rivers are the Nistru and the Prut, and a short span of the Danube crosses the extreme southern part of the republic. There are more than 3,000 small rivers or tributaries, of which only seven are longer than 80 km (50 miles). Moldova has more than 50 natural lakes and is rich in mineral-water springs. Chisinau, the capital, offers a wide variety of cultural and entertainment possibilities, such as opera, ballet, theatre, circuses, and nightclubs. The options decrease, however, in proportion to the population of the community. There are also a growing number of cafes and bars in Moldova, which offer diversity of food and drinks. The computerization of Moldova is progressing rapidly, Internet service is very popular in Moldova at reasonable rates and wireless facilities are available in many locations, therefore using Internet is the common way to stay in contact with friends and family in the home country. The capital city is very green with a lot of parks, lakes and trees around, and it has developed network of cheap public transport, which includes trolleybuses, buses and minibuses. Taxi services are well developed and are quite price-accessible.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service.
