Overview

Provide support to UN Country Team for sustainable development cooperation.

You have:

  • High-quality analysis, providing management advisory services, hands-on experience with development coordination, and/or design, monitoring and evaluation of development projects.
  • Work experience in a conflict and/or post-conflict context is considered an asset, as well as work experience in Latin America.
  • Knowledge and experience working with the United Nations Agencies and/or RC system, the UN Development Pillar Reform, Humanitarian-Peace-Development Nexus, and 2030 Agenda, particularly interagency coordination, are considered assets.
  • Experience in the usage of computers and Office software packages (word processing, spreadsheets, databases).

Contract

The UN in Colombia is composed of 21 agencies, funds and programmes (AFPs) providing support in areas of development, humanitarian response and peace, through a combined presence of over 4,000 personnel deployed across country.

In 2024, the UN in Colombia and the national government signed a new Cooperation Framework that includes for the first time a dedicated chapter on local development, reflecting a consensual emphasis on a territorial approach to accelerate progress towards SDGs.

A common denominator to the Cooperation Framework’s four thematic pillars (Peace, Security and Social Justice; Access to Food, Rural Development, Territorial Planning; Social Protection and Economic Inclusion; Environment, Climate Action and Energy Transition), this transversal approach also represents an opportunity to exploit synergies between individual AFPs’ interventions as well as between the three pillars of action of the UN in Colombia, with the aim of generating greater interagency efficiency and impact.

Under the overall supervision of the United Nations Resident Coordinator, the Head of the Resident Coordinator’s Office and the direct supervision of the Economist of the Resident Coordinators Office, the UN Volunteer will provide support to the United Nations Country Team in Colombia to act with greater coherence and achieve stronger impact of its sustainable development cooperation, with thematic focus on local/territorial cross-pillar (humanitarian, peace and development) coordination and implementation of improved local/territorial development models supported by the UNCT.

  1. Supports comprehensive cross-pillar analysis of local context and UNSDCF implementation
  • Support the RCO in the efforts to coordinate and implement new joint analysis processes between humanitarian, development and peace actors.

  • Periodically feeds into efforts by the RCO to update its CCA and monitoring of the implementation of the UNSDCF from a local/territorial perspective.

  • Provides regular briefs to the RC and the RCO and Results Groups identifying emerging risks and opportunities tied to improved local/territorial development models that need to be considered to improve impact in USDCF implementation.

  1. Supports coordination activities of the RC to ensure improved Cooperation Framework implementation and impact of the UN System at the local level, with a particular focus on the Cooperation Framework’s localization strategy:
  • Provides direct contribution to UN interagency coordination by designing, enhancing or facilitating the implementation of interagency mechanisms and processes for joint planning of local interventions.

  • Liaises and coordinates with humanitarian coordination officers (OCHA, UNHCR and OIM) to prepare and implement the working plan of the Local Coordination Teams and to identify and materialize local opportunities for greater synergies between the UN’s humanitarian, peace and development planning processes and coordination structures.

  • Liaises with RCO staff, interagency coordination group leaders to prepare two-way information and analysis sessions, and to facilitate the adoption of a cross-cutting localized approach to sustainable development.

  1. Supports efforts to consolidate local partnerships and improve joint communication/advocacy of the UNCT at the local/territorial level.
  • Liaises with key stakeholders from the private sector, academia and civil society and briefs the RC, RCO and relevant Results/Working groups on opportunities for partnerships to advance UNSDCF objectives and improved local/territorial development models.

  • Liaises with RCOs partnerships officer and the Working Group on Financing for Development on how to implement this agenda locally and identifies opportunities to leverage seed funding.

  • Works with UNCT agencies, funds and programs locally to strengthen partnerships that enhance implementation and impact of the UNSDCF at the territorial level.

  • Liaises with Local Coordination Team, the RCO and the UNDG to identify opportunities for joint communication and advocacy activities and coordinate their implementation as required.

  1. Supports efforts by UNCT agencies, funds and programs to achieve operational efficiencies at the local/territorial level.
  • Liaises with local operations/administrative officer of UNCT agencies, funds and programs to identify possible opportunities and obstacles in the implementation of the efficiency agenda at the local/territorial level.

  • Provides regular briefings to the RCO and OMT on how the efficiencies agenda can be implemented locally.

According to the recent SRA, prepared by UNDSS, Bogotá has “low” level of risk to live and work. It provides favourable and safe living conditions for all officials. The city still has residual risks akin to those in other similar size cities, but these do not represent a permanent risk for UN officials, whether nationals or foreigners. UNVs receive a security briefing from UNDP security officials upon starting work, in which they are informed about the security environment of the Duty Station, the security measures to be taken into account and they are supported with securing their place of residence. Similarly, they are entitled to a subsidy for improvements to residential security (MORSS) and have access to security training (some mandatory and others recommended). Although Colombia presents different levels of safety (ranging from low to substantial), each of these is defined clearly for the performance of missions, as well as supported through SRA where expose the mitigation measures that may be required and those established by the MORSS.
