UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference

Specifically, the consultancy will:

• Document the best practices and lessons learned from UNICEF implementation of its CC-DRR Programme. Documentation can be in the form of narrative or case studies for showcasing to a wide spectrum of audience.

• Map initiatives of various CSOs and other stakeholders implementing CC-DRR to provide insights on successes, gaps, and challenges in the implementation of child-centered approaches in DRRM and CCA.

• Develop a compendium of best practices, lessons learned, and learning materials on child-centered DRR.

• Organize a learning exchange event on Child-Centered DRR for the stakeholders in the Philippines.

• Present the compendium, including key lessons learnt and good practices, at the regional DRR community of practice.

• Provide recommendations on how to improve CC-DRR programming and practice in the country.

This consultancy will contribute to the achievement of the Office of Civil Defense (OCD) – UNICEF 2021 Workplan Output Result 4.1 on strengthening the capacity of government and key stakeholders to plan, budget and provide access to inclusive, integrated, resilient and quality basic social services. Specifically, this consultancy is a component of the Batang Resilient Programme jointly implemented with the OCD’s Capacity Building and Training Service.

Finally, it is also an important component of the current phase of the partnership with Cargill Foundation.

Work Assignments/Tasks

1. Development of Documentation on UNICEF’s Child-Centered DRR Good Practices and Lessons Learned - Conduct a desk review of existing materials and documentation of UNICEF’s implementation of the Child-Centered DRR program including but not limited to the following: o UNICEF’s Child-Centered DRR Programme Evaluation Report o Previous CC-DRR Human Interest Stories o Project documents, including funding proposal, project work plans and strategies o Donor reports and updates

- Develop an outline/structure for the documentation of good practices and lessons learnt - Conduct validation interviews with implementing partners and stakeholders to collect evidence/data in developing case studies - Draft and finalize case studies of good practices and lessons learnt - Work with an LTA holder to develop an audio-visual material on UNICEF’s CC-DRR Programme

2. Development of Compendium of Child-Centered DRR Knowledge and Learning Resource - Conduct a mapping of CSOs and stakeholders working on CC-DRR in the country - Design, in consultation with UNICEF team, structure and content outline for the compendium, including a scoping tool (with selection criteria) for collecting CC-DRR materials (case studies, training modules, brochures, textbooks, games, manuals, videos, IEC materials, etc.) - Collect information and inputs from relevant CSOs and stakeholders, including through Conduct interviews/follow-up with CSOs and stakeholders, for the compendium - Develop and present the draft Compendium to CO and RO teams and finalize the document based on the feedback - Present the initial results of the scoping at the launch of Batang Resilient Programme on 13 October 2021 during the IDDR Celebration - Work with a designer to produce a user-friendly, PDF version of the compendium for publication

3. Organize a learning exchange event on Child-Centered DR - Develop, in consultation with UNICEF team, a Concept Note for the learning exchange event, which outlines objectives, program flow, participation and other details. - Lead technical discussions with partners and stakeholders in relation to the learning event - Ensure smooth logistical preparation and execution of the event (in coordination with the event organizer) - Develop report on the learning exchange event, capturing key deliberations, outcomes and agreed next steps - Present the compendium, particularly key good practices and lessons learnt, to the regional DRR/CCA partners - Produce the end-of-assignment report, including actionable recommendations for UNICEF and its partners to improve CC-DRR programming and practice in the country

Deliverables

- Inception report indicating the consultant’s understanding of the assignment, proposed methodology, timeframe, etc. - Documentation of UNICEF’s Child-Centered DRR Good Practices and Lessons Learned - Compendium of Child-Centered DRR Knowledge and Learning Resource - Child-Centered DRR Learning Exchange event - End of assignment report, with recommendations on CCDRRM programming

Qualifications and Competencies of Successful Consultant

  • Given the nature of the project, it is preferred that the consultant has the following experience and qualifications:

    ▪ Master’s degree in a field relevant to children rights, disaster risk reduction, public administration, governance, development studies, social development

    ▪ At least 5 years relevant experience in the field of child-centered disaster risk reduction

    ▪ At least 3 years relevant experience on research, documentation of best practice, lessons, case stories, feature writing, report writing, etc.

    ▪ Strong research skills and ability to communicate simply, clearly and effectively with excellent design, written and editing skills

    ▪ Experience in working with government agencies, civil society organizations and international organizations is an asset

    ▪ Ability to work efficiently and independently under pressure, handle multi-tasking situations with strong delivery orientation

    ▪ Previous work with the UN is an asset;

    ▪ Excellent written and spoken English.
