UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference

  • UNICEF is Now Closely Working with Ten (10) Provincial and District Hospitals in the Focus Areas of Samar, Northern Samar, and Zamboanga del Norte to Develop and Implement Plans for Quality Improvement of Maternal and Child Health and Nutrition Services. Each Consultant will be Assigned to Directly Support Three to Four Hospitals and Coordinate Efforts with Relevant Stakeholders within their Respective Areas of Assignment.

Work Assignments/Tasks

1. Review and Document Each Hospital QA and QI Systems and Processes, including Assessing Support Needs for Improvement of Data Management Systems for Maternal and Child Health and Nutrition in Target Hospitals.

2. Provide Technical Support to Target Hospitals and Provincial Government to Complete Road Maps for Quality Assurance and Quality Improvement for Maternal and Child Health and Nutrition Services in Target Hospitals, including Establishment of Severe Acute Malnutrition – Inpatient Therapeutic Care (SAM – ITC).

3. Provide Technical Support to Provincial Government in Establishing Quality Assurance and Quality Improvement Processes for Maternal and Child Health and Nutrition Services in Health Facilities. This includes Training on Quality Improvement Initiatives and Efforts.

4. Provide Technical Support for Implementation and Monitor Hospital Implementation Plans for Quality Assurance and Quality Improvement for Maternal and Child Health and Nutrition Services including the SAM-ITC. Support may include but not limited to the following: • Mentoring, Coaching and Support to QI Committees, Teams and Hospital Staff. • Review and Use of Data to Improve Processes and Inform Hospital Policies and Case Management.

5. Coordinate with LGUs for the Participation of Health Workers from Local Health Facilities in Training for Essential Maternal and Newborn Care-Lactation Management and Care for the Small Baby, Philippines Management of Acute Malnutrition (PIMAM), Harmonized Maternal, Infant and Young Child Feeding + ECCD among others.

6. Convene Stakeholders Bi-Annually to Coordinate, Review Progress and Share Lessons Learned in the Quality Assurance and Quality Improvement for Maternal and Child Health and Nutrition Services Activities with Provincial Government and Target Hospitals.

7. Provide Technical Support for Implementation and Monitor Hospital Implementation Plans for Capacity Building for Data Collection and Use of Data for Evidence-Based Planning for Quality Assurance and Quality Improvement Activities.

8. Convene Stakeholders in Provincial Government and Target Hospitals for Review of Quality Assurance and Quality Improvement Activity Accomplishments.

9. Support to Drafting of Donor Reports.

10. Perform Other Related Tasks as may be required.

Deliverables

- Assessment Report that includes the following: • Hospital Quality Assurance (QA) and Quality Improvement (QI) Process with Recommendations for Action. • Data Management and Support Needs of Each Hospitals. • Activity Report. • Completed Hospital Roadmaps for Quality Assurance Activities and Priority Quality Improvement Objectives for each Hospital.

- Activity Report that includes but not limited to: • Established QI Teams/Committees with TORs and Minutes of Meetings for Maternal, Newborn, Child Health and Nutrition (including SAM-ITC) # Hospital Staff Trained on Quality Improvement among others. • Activity Report/Monthly Progress Reports on Implementation of Hospital Plans (including the SAM-ITC) for Quality Assurance and Quality Improvement. • Activity Report that includes Identified Training Activities and # of Health Care Providers Trained on the Priority Maternal, Newborn, Child Health and Nutrition Trainings. • Activity Report which includes Minutes of Coordination Meetings. • Learning Session Reports with Progress Data, Recommendations, and Action Plans.

- Activity Report/Monthly Progress Reports including but not limited to: • Update of Implementation of Hospital Plans for Capacity Building Quality Assurance and Quality Improvement Activities. • Data for Selected Priority Hospital Indicators on Maternal, Newborn, Child Health and Nutrition (including SAM ITC). • Summary on How Data was Used to Improve Systems and Processes and for Decision Making. • Monthly Activity Report and Review Report. • Activity Report and Input to Donor Report Draft. • Summary Report of Activities and Implementation Plan Accomplishments.

Qualifications and Competencies of Successful Consultant

  • University Degree in Medicine is required. Qualifications in Public Health/Nutrition, Pediatric Health, Family Health, Injury Prevention, Health Research, Global/International Health, Health Policy and/or Management, or other Health Related Sciences are added advantages.
  • Minimum of 2 Years of Professional Experience in Public Health/Health Systems Strengthening and Program Management is required.
  • Experience in Strengthening Service Delivery Programs, Training, Performance and Quality Improvement and Results-Based Monitoring and Evaluation is desired.
  • Experience in Maternal and Child Health and Nutrition Programs, or Clinical Training Pediatrics is desired.
  • Experience in Health Program/Project Development in a UN System Agency or Organization is an asset.
  • Fluency in English is required.
