UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

Scope of Work:

Under the supervision of the Social Policy Specialist and with over-all guidance from the Chief of Social Policy, the Consultant will lead the development of a child MPI methodology in close consultation with PSA, including the conduct of stakeholder consultations and presentations for its adoption and approval by the Philippines Government.

Specific tasks include:

  1. Develop the child MPI methodology
  • Drawing on the initial methodology on MPI and its limitations, identify the dimensions, indicators, weights, and cut-offs that are most relevant to children
  • Undertake stakeholder consultations and presentations
  • Summarize the proposed child MPI measures, indicators and weights, and prepare inception report
  • Identify the appropriate PSA survey vehicle and data sources for the child MPI
  1. Provide technical guidance to the PSA, particularly the Poverty and Human Development Statistics Division under the Social Sector Statistics Service through exercises and discussions
  • Conduct capacity building workshop (develop and deliver online training module) with relevant PSA technical team
  • Present the child MPI methodology to the Technical Committee on Poverty Statistics and Interagency Committee on Gender, Children and Youth Statistics
  • Prepare the technical notes and other relevant documentation
  1. Test the child MPI methodology on existing available datasets
  • Analyse the available data sets (such as APIS, FIES and LFS) based on selected child poverty indicators
  • Prepare and finalize a report on multidimensional child poverty based on the analysis carried out
  • Present (in collaboration with UNICEF) the findings and recommendations made to improve public and policy debates on multidimensional child poverty and inequality issues in the Philippines
  1. Demonstrate the use of child MPI measurement to inform local planning and budgeting for children
  • Modify methodology for child MPI taking into account available data at the local level to come up with local child MPI
  • Develop and deliver online training module intended for local government units on the use and analysis of child MPI and pilot in the three UNICEF priority provinces in light of the Mandanas ruling (note: UNICEF will shoulder the cost of the training/piloting)
  • Develop and deliver online training module intended for local government units on child-responsive local planning and budgeting
  • Serve as resource person during a workshop involving selected LGUs on child responsive local planning and budgeting using child poverty measurements to come up with local action plans for children

Tasks:

- Develop the child MPI methodology - Test the child MPI methodology - Consultation with the relevant stakeholders - Demonstrate the use of child MPI measurement to inform local planning and budgeting for children

Deliverables:

- Inception report on child MPI methodology - Stakeholder workshops and presentations undertaken - Initial recommendations on the child MPI methodology - Initial report on Multidimensional Child Poverty in the Philippines using APIS/LFS or existing available data - Technical Note on the measurement - Presentation to PSA Technical Committee on Poverty Statistics (TC PovStat) and Interagency Committee on Gender, Children and Youth Statistics (IAC-GCYS) - Consultative forum - Second presentation to the TC PovStat and IAC-GCYS - Revised/updated report on Child MPI - Capacity building workshops - Training module on child poverty measures for LGUs - Report on training and piloting of the child poverty measurement in three UNICEF provinces for local planning and budgeting for children - Final report on Child MPI

Qualifications and Competencies of Successful Consultant

  • PhD in Economics, Statistics, Public Policy.

Work Experience:

  1. Extensive knowledge of poverty statistics and measurements
  2. Experience in child poverty measurements highly preferred
  3. Familiarity with Philippines Government population surveys and various data sources
  4. Excellent writing and representation skills
