UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference

  • The Consultant will be tasked to conduct a desk review, virtual training of trainers, virtual writeshops, attend meetings/trainings and will also be expected to perform other responsibilities like:

    1. Document review and assess the FDS Module and the case referral pathways aligned with the First 1000 Days;
    2. Document and analyse the related literature;
    3. Meetings and writeshops with NPMOs, Field Implementers, NAC members, individually/jointly were useful and appropriate;
    4. Visits to 4Ps project sites — jointly where useful and appropriate;
    5. Identification of methods and sources of information to be used in the review, such as routine monitoring data, studies/surveys reports, evaluation, etc.

    6. Prepare a presentation of the results of the pilot-testing of the module;

    7. Provide recommendations on how coordination and cooperation can be enhanced and strengthened.
  • Given he restricted movement and internal resource adjustments necessitated by the COVID19 pandemic, the consultant will conduct on-line or virtual consultations with different stakeholders at the national and subnational levels when necessary to deliver results. With the present GCQ status being implemented in identified hot areas, the consultant is expected to take extra measures in observing proper protocol in dealing with partners at all levels. Remote discussions and meetings with UNICEF staff will also be considered. These approaches, however, may be replaced into a face-to-face meeting and visits once the situation is normalized depending on the area classification as advised by the government.

Work Assignments/Tasks

- Provide support and technical direction in the design and implementation of harmonization nutrition in FDS module. - Development of the Family Development Module on Kalusugan at Nutrisyon ng Magnanay aligned with the First 1000 Days. - Pre-Testing of the Draft FDS Module on Kalusugan at Nutrisyon ng Mag-Nanay. - Revision of final module. - Consultation with OBSUs and External Experts. - Facilitate and provide support in the training of trainers. - Submission of documentation and final consultancy report.

Deliverables

• Meeting documentation of stakeholders’ agreements and commitment. • Inception Report. • Provided Detailed Project Workplan. • Drafted module outline for approval by NPM. • Drafted working outline for tools/templates/Annexes. • Draft module and behavioral outcome indicators. • Draft the guidance notes. • Writeshop documentation. • Pre-testing protocol with design and tools. • Draft visual aids/ materials for the pretesting. • Documentation of pre- testing with recommendations and areas for enhancements. • Revised and final module. • Draft behavioural indicators on health and nutrition. • Revised and final module. • Draft behavioural indicators on health and nutrition. • Present the result of pre-testing and recommendations. • Gather inputs and comments from concerned OBSUs in terms of contents and delivery of the module. • Design and finalize the CRP flow flow in close consultation with FDD and GADD to ensure its inclusion to the FDS learning materials and CRP Handbook for C/MLs.

• Documentation and summary recommendation on the module. • Final tools, graphic design, pictures, and other visuals, annexes, etc. as approved by the DSWD and UNICEF. • Summary of inputs and comments from concerned OBSUs. • Final draft of the CRP flow. • Final submission of final and complete module approved by NPM. • Training design. • Visual materials and tools. • Guidance notes for the field implementers. • Final behavioral outcome indicators on health and nutrition. • Guidance notes for the field implementers on how to effectively deliver and contribute to make FDS and the program nutrition sensitive. • Final project report (based on the agreements with UNICEF and endorsed by DSWD).

Qualifications and Competencies of Successful Consultant

  • Advanced University Degree*) in one of the following fields is required: Nutrition Science or any Dietician Program and/or related Health Science. Preferably, must have a background on Education and Project Management with a Strong Gender and Cultural Lens. (*First Level of Relevant University Degree in Combination with 5 Years of Experience may be accepted in lieu of the advanced university degree).
  • Work Experience: A national candidate with at least five years of professional experience in nutrition field or other related fields. Have demonstrated experience in working with government partners and other stakeholders in the public and private sectors. Have shown vast knowledge of the subject matter and implementation planning. Ability to meet deadlines and work with minimal day-to-day supervision. Excellent skills and experience in designing/reviewing and design/development of plans.

  • Languages: Fluency in English and local language is desirable.

  • Critical Technical Competencies:

    - Preferably, the consultant should be familiar with working with government agencies, particularly with the DSWD, and its procedures. Familiarity and previous experiences working with the 4Ps and its Family Development Session is a strong advantage.

- Has proven skills in program development and design, facilitation process, coordination, and networking - Experienced working with government agencies particularly on regulatory agencies - Working with UN agencies and other development partners an advantage - Good communication skills in both English and local dialect. Excellent writing and analytical skills
