UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

Work Assignments

  • Support the Planning and Implementation of Communication and Social Mobilization Activities at the Sub-National Levels, Focusing on Reaching High-Risk and Hard-to-Reach Areas and Population Groups. Specifically, Coordinate with Relevant Local Governments, Health Authorities, Implementing Partners at Sub-National Levels; Support the Use of Social Data for Planning; Participate in Weekly Meetings/Calls with WHO and DOH Counterparts; Support the Reactivation/Establishment of Communication Coordination Body at the Regional and Provincial Levels and Actively Participate in Meetings.
  • Facilitate and Accelerate the Implementation of Communication and Social Mobilization Activities in High-Risk Areas as planned at the Sub-National Levels. Provide Technical Support to UNICEF Implementing Partners and Government Counterparts in Refining Communication and Social Mobilization Activities, Key Messages, and Communication Materials as needed, based on the Results of Rapid Coverage Assessment, Independent Monitoring, and other Campaign Monitoring Reports.
  • Conduct Regular Analysis and Review of RCA Results, with Specific Focus on Reasons for Missed Children and Refusals and Provide Practical Solutions and Ideas to Address Vaccine Refusals and Issues of Misinformation.
  • Support the Engagement of Political, Religious, and Community Leaders and other Stakeholders and the Development of Key Messages and Communication Materials for these Stakeholders.
  • Support the Development and Roll-Out of Monitoring and Evaluation Tools for Communication and Social Mobilization; Documentation; and Coordination with Focal Points.
  • Undertake Monitoring Visits to Project Sites to Assure the Quality of Planned Communication and Social Mobilization Activities in Areas of Responsibility.
  • Support Finalization of the Social and Behavior Change Communication for Routine Immunization including Key Messages and IEC Materials in the New COVID-19 New Normal.
  • Support the Preparation and Facilitation of the OBRA Mission/Desc Review.
  • Other Tasks and Assignments as required for Successful Outbreak Response to the Outbreak.

    Deliverables

  • Inception Report.

  • Progress Report Highlighting the Issue and Constrains the Need to be Addressed to Increase Immunization Coverage especially in Hard-to-Reach and High-Risk Areas.
  • Progress Report with Analysis of RCA Results, and Recommendations to Address Vaccine Refusals and Misinformation.
  • Progress Report including Result of Monitoring Visits and Quality of Planned Communication and Social Mobilization Activities in Areas of Responsibility and Proposal on How to Sustain Some of the Communication Activities to Support the Routine Immunization.
  • Progress Report and Inputs to SBCC Strategy and Key Messages and Materials for Routine Immunization.
  • Progress Report including Support to OBRA Preparations.
  • Progress Report including Support to Documentation of Good Practices and Result of Social Mobilization Activities.

Qualifications and Competencies of Successful Consultant

  • Advanced University Degree in the Social/Behavioral/Communication Sciences.
  • Demonstrated Understanding of Current Developments in the Field of Communication for Development Theory and Research, Behavioral and Social Sciences, Participatory Planning and Processes, Media, Strategic Communication Planning, Behavior Analysis, Formative Research and Evaluation of Communication Interventions.
  • Technical Knowledge of Quantitative, Qualitative and Participatory Research Methodologies and Analysis desirable.
  • Knowledge about Communication Interventions for Outbreaks, and Routine & Supplemental Immunization. Experience in Polio Outbreak would be an asset.
  • 5 Years of Experience in Programme Communication Planning, Implementation and Evaluation across Different Cultural Contexts, with 3 Years in Developing Countries.
  • Proven Successful Experience in Strategic Communication Processes for Behavior Change and Development and Working in Emergency Settings.
  • Proven Successful Experience in Developing Large-Scale Interventions for Behavior Change/Development.
  • Experience in Inter-Disciplinary Approaches in Strategic Communication with Knowledge of UN and/or UNICEF’s Work in Health and Polio Eradication.
  • Fluency in English is required. Knowledge of an Additional UN Language is an asset.
