UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Sustainable Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

Under the direct supervision of the Corporate Alliances Officer, the Consultant shall undertake the following tasks and responsibilities:

  • Building on the learnings of the first year of implementation of the volunteer program, the consultant is tasked to develop the year 2 and 3 strategy (2021 – 2022) and one-year implementation plan (2021) to map out the growth trajectory of the volunteer program and its role and contribution to PCO CPC8 results for the years 2021 – 2022.
  • Develop and implement a strategy to grow UNICEF’s network of volunteers.
  • Manage UNICEF’s network of volunteer groups and associations.
  • Contribute to the achievement of programme outputs by leading on the creation and implementation of strategic volunteer opportunities integrated with programme sections to include Health & Nutrition, WASH, Child Protection, Education and Communications.
  • Provide technical guidance to programmes on engaging volunteers.
  • Manage relationships between volunteer organizations and UNICEF programmes.
  • Coordinate with the UNICEF Global Volunteer Office – New York HQ.

The consultant is expected to deliver the following within the given project timeline:

  • Mapping of potential programme opportunities for volunteerism.
  • Mapping of potential youth volunteer groups to target for engagement.
  • Strategy document approved by the Country Representative and Country Management Team (CMT).
  • Strategy document to grow volunteer network approved by the Partnerships unit.
  • Develop and implement a communications plan that aims to strengthen volunteer partnerships and expand the volunteer network.
  • Engage programmes (H&N, WASH, CP, Education and Communications) in identifying opportunities for volunteerism in CPC8 workplans.
  • Manage at least one (1) strategic volunteer engagement per programme section.
  • Volunteer programme update reports to be submitted to HQ.

To qualify as an advocate for every child you will have…

  • A University degree in one of the following fields; social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or another relevant technical field.
  • Minimum of 2-year professional work experience on managing a volunteer program for a non-profit organization or international development agency
  • Work experience with youth volunteer organizations and corporate volunteers is preferred
  • Familiarity with UNICEF’s work is an advantage Fluency in English and Filipino, both oral and written
  • Must possess excellent oral and written communication skills in both English and Filipino
  • Must demonstrate excellent planning, analytical and executional skills, the ability to work well with people from junior to senior management level, and drive for results

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
