Background

Introduction

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

UN Women is mandated to lead the UN system-wide coordination of the Women, Peace and Security (WPS) Agenda, as elaborated inter-alia through UN Security Council resolutions —1325, 1820, 1888, 1889, 1960, 2106, 2122, 2242, 2467, and 2493. To this end, UN Women works with governments, UN partners, and civil society around the world to support women’s participation and influence at all levels of decision-making to prevent and resolve conflict, to protect their rights during and after conflicts and to ensure that their specific needs are addressed during repatriation, resettlement and for rehabilitation, reintegration and post-conflict reconstruction.

Current context in Myanmar

The humanitarian situation in Myanmar is deteriorating since the February crisis. Firefights are escalating in Sagaing, Chin and Kayah States with an estimated 142,000 people remained displaced in Kayah State, 87,000 in Chin, Sagaing and Magway region and 32,000 people displaced in Shan state[i]. Although the number of displaced people is increasing in several states and regions, the access to vulnerable people in need are severely restricted to provide the urgent humanitarian assistance.i

The crisis disproportionately affects women and girls, as well as at risk population groups by perpetuating and exacerbating pre-existing, persistent gender and social inequalities, gender-based violence (GBV), and discrimination. It is critical to ensure all women, girls, boys, and men — particularly the most vulnerable and marginalized — have equitable access to not only relief, services, information, community level activities and decision making, but also the community feedback and complaints mechanism for the timely, appropriateness and effectiveness of the delivery of programs and services.

The Gender in Humanitarian Action (GiHA) co-lead by UNWOMEN with UNFPA works collaboratively with other thematic areas of Accountability to Affected Population Working Group (AAP) and the Protection from Sexual Exploitation and Abuse (PSEA) Network. This is to ensure that gender issues, concerns and challenges faced by women, boys and girls are highlighted, discussed and provided with solutions in a collective and coordinated manner.

UNWOMEN through the GiHA Community of Practice together with the PSEA Network and AAP working group continue to build accountability of ensuring the meaningful participation of women, men, boys, girls and people from other diversities into the humanitarian response and planning. To be able to build this accountability, the voices of the affected population especially the most vulnerable and marginalized should be amplified at all levels of coordination and platforms. A community-based complaints and feedback mechanism needs to be informed by the affected population/community members in terms of its configuration, procedure and processes and should be ensured that those people have access to it.

The perception survey intends to collect the affected populations’ reaction, views and insights on their accepted and most appropriate community feedback and complaints mechanisms including preferred communication channels that cater to their information needs. Part of the survey will also gather information on affected population preferences in terms of humanitarian aid, cash, in-kind, frequency and how to access or preferred means of distribution. It will identify the specific information gaps and challenges that the community/affected population are facing to be able to inform their needs, make recommendations and participate in decision-making that affects their lives. It will provide better clarity and understanding on how international, local NGOs and CSOs including the UN could better communicate with the affected population on delivery and provision of basic service. It will provide better understand on preferred community feedback and complaints mechanisms and communication channels from different population groups including persons with disabilities, elderly, LGBTIQ and marginalized/vulnerable groups specially constraints faced by women, girls, access to the PSEA/GBV complaints and referral mechanisms and services. The research will help to identify needs and gaps in the current programming and explore opportunities for scaling up of activities focusing specifically on access to information and humanitarian aid, participation in decision-making by vulnerable population that is gender inclusive and sensitive.

Duties and Responsibilities

SCOPE OF WORK

Under the direct supervision and guidance of the Gender in Humanitarian Action (GiHA) programme specialist and in coordination with the dedicated team within UN Women, the consultant will be responsible for delivering a comprehensive report of desk reviews with suggested methodologies and survey contents.

Specifically, the purpose of the report is to:

  1. Conduct a desk review of all relevant materials, from global and regional levels, countries that have similarities with the Myanmar context, that would help/inform the shaping of the perception survey specifically its rationale and background.
  2. Develop appropriate methodologies that are gender sensitive and inclusive for different survey responders’ groups (like women, girls, persons with disabilities, elderly, etc.) for the conduct of the perception survey based on the result of the table review including recommendation on respondent size determined using statistical key indicators.
  3. Develop a gender sensitive and inclusive survey guidance tool for use of service providers/organizations that intends to conduct perception surveys.
  4. Identify gender-responsive types of questions for a perception survey.

The findings from this research will be used to create content that can be adapted and used for a variety of purposes such as briefings, policy papers, and future programs development by UN Women.

Qualification Criteria:

  • Master's degree in social science, gender, political science, or related subjects is preferred. Bachelor's degree in economics, statistics, social science, political science or related discipline, plus two years of work experience may be accepted in lieu of Master’s degree
  • At least 5 years of experience in research and report writing through understanding of Gender and humanitarian issues, Sexual exploitation and abuse, Accountability to affected population procedures and process and Track record of research and reports on related subject
  • Understanding of political context and sensitivity and experience of working in sensitive political environment
  • Experience of working with UN agencies is of an advantage
  • Fluency in English
