Local Consultant to Coordinate the activities of the National Implementing Partners within the Criminal Justice Sector of the Federal Democratic Republic of Ethiopia (multiple posts)

Result of Service The consultant is expected to deliver: - A workplan on overall assignment developed and presented to UNODC-Ethiopia for approval. - Consultations sessions organized with implementing partners, including the Ethiopian Police Commission, the Ministry of Justice, the Federal Supreme Court, and the Federal Prisons Commission - A rapid assessment mission conducted, and report produced to inform programming and activities in conflict affected areas. - A comprehensive implementation plan developed for engagement with criminal justice institutions at the federal and regional levels, including conflict affected areas. - Training curricula of Federal and regional training institutions reviewed, training modules developed for police and prison recruits at federal and regional training institutions and training of trainers' sessions organized.

In addition, the consultant is expected to deliver: - Efficient and effective programme/project implementation, coordination, monitoring and evaluation, - Thorough, well-reasoned written contributions, - Regular, timely and effective communication with all stakeholders. - Reliable administrative support, coordination of programme planning, and activities and internal communication delivered; and, - Efficient and effective use of resources.

Duties and Responsibilities 1. Background of the Assignment: Within the framework of UNODC’s Strategic Vision for Africa 2030, the UNODC Regional Programme for Eastern Africa (2016-2021) and its respective mandates, UNODC, through its Regional Office for Eastern Africa (ROEA) and in close coordination with its headquarters, aims to promote and support effective responses by Member States in Eastern Africa in the areas of crime prevention and criminal justice, transnational organized crime, illicit trafficking and terrorism at the policy, legal and technical level in accordance with the rule of law and international human rights principles and obligations. UNODC’s assistance to crime prevention and criminal justice in Ethiopia falls in line with its mandated activities which includes upgrading crime prevention and criminal justice systems as well as promoting the Rule of Law. UNODC as the custodian of United Nations standards and norms in crime prevention and criminal justice holds a mandate to support Member States in building fair and effective criminal justice systems and developing crime prevention programmes. UNODC is currently initiating the implementation of a criminal justice programme in Ethiopia aimed at enabling criminal justice systems to become more effective and accountable by strengthening access to justice for all through more effective, fair, inclusive, people-centered, and accountable criminal justice systems with a focus on vulnerable groups. Programmatic interventions are tailored to the ongoing reforms within the Federal Democratic Republic of Ethiopia in developing criminal justice reform across key counterparts, namely the Ethiopian Police Commission (EPC), the Ministry of Justice (MoJ), the Federal Prisons Commission (FPC) and, the Federal Supreme Courts (FSC) as well as respective training institutions and regional counterparts. The office also works with other government support institutions, CSOs and development partners. UNODC programmes are implemented through various outputs and activities, including technical and material support, capacity building through training activities, and facilitation of national coordination and international cooperation.

2. Purpose of the assignment: The purpose of the assignment is to provide coordination of POETH programme management and implementation activities, including reporting and monitoring with United Nations rules, regulations, and policies for the implementation of the project “Enhancing the Rule of Law and Administration of Justice for Peace Building and Accountability in Ethiopia”.

3. Specific tasks to be performed by the consultant: Under the direct supervision of the UNODC Senior Programme Coordinator (Ethiopia) and the overall supervision of the Crime Prevention and Criminal Justice Officer heading the Criminal Justice Programme, and within the framework of the project “Enhancing the Rule of Law and Administration of Justice for Peace Building and Accountability in Ethiopia”, the consultant will: - Provide assistance to the UNODC Programme Office in Ethiopia in its collaborative efforts with the national stakeholders within the criminal justice sector of the Federal Democratic Republic of Ethiopia. This includes engaging with entities such as the Ethiopian Police Commission, the Ministry of Justice, and the Federal Prisons Commission, as well as regional counterparts, where relevant. The primary aim is to facilitate the development, implementation, and assessment of designated programs and projects. - Conduct continuous monitoring and comprehensive analysis of specific facets pertaining to program and project development and execution. This involves an in-depth review of pertinent documents and reports. - Execute consulting assignments in partnership with national counterparts, involving the strategic planning and facilitation of workshops aimed at achieving program objectives. - Generate various written outputs, encompassing the drafting of background papers, analytical notes, sections of reports and studies, and contributions to publications. - Contribute substantively to consultative gatherings, conferences, and meetings. This includes proposing agenda topics, identifying potential participants, and preparing background materials. - Engage in outreach activities and actively participate in the development of training workshops and seminars. Additionally, present on designated topics and activities during these events. - Partake in field missions and data collection efforts, acquiring essential information to support program objectives. - Provide guidance and direction to program personnel, ensuring alignment with the program's overarching objectives. - Oversee and coordinate activities related to budgeting, encompassing the preparation and submission of program and project budgets, progress reports, financial statements, and other relevant documents and reports, such as pledging and work program documents. - Ensure that all operational, financial management, procurement, logistics, liaison, and communication activities adhere to UNODC standards and established procedures. - Contribute to the substantive assessment of specific criminal justice-related issues and provide inputs for relevant reports.

Qualifications/special skills An advanced university degree (Master’s degree or equivalent) in law, criminology, criminal justice or other relevant discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

- Five years of progressively responsible professional work experience in criminal justice, crime and drug control and/or related fields in Ethiopia is required. - Work experience in project management of development assistance projects is required, including design, management, implementation, reporting, monitoring and evaluation is requirted. - Demonstrable experience working on government and public reform programmes is required. - Experience within an International Organization or the United Nations system is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both oral and written English is required. Knowledge of another official United Nations language is an advantage. Working knowledge of Amharic is desirable.
