UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

▪ Under the direct supervision of the Emergency Focal Point and the guidance of the Deputy Representative for Programmes, the consultant will provide technical support to UNICEF’s Emergency Management Team (EMT) and to the ongoing humanitarian responses. This consultancy will also support the Emergency Focal Point in the completion of corporate requirements on humanitarian preparedness such as the roll-out out of the new Core Commitments for Children (CCCs) in Humanitarian Actions and transition to the Emergency Preparedness Platform (EPP) 2.0.

Scope of work:

The position is expected to contribute to the following deliverables:

▪ Provide support in the implementation and prepare relevant reports for the UNICEF CERF Project.

▪ Provide support in the roll-out of capacity building activities for staff and partners on the revised Core Commitments for Children (CCCs) in Humanitarian Action.

▪ Provide support to the sectoral emergency focal points in the completion of requirements in the EPP 2.0.

▪ Provide support in the development and finalization of standby/contingency Humanitarian Programme Documents (HPDs).

▪ Provide support in the preparation of relevant reports for the emergency programme such as Consolidated Emergency Report, donor reports, etc.

▪ Provide overall programme support to the EMT programme priorities.

Work Assignments/Tasks

  • Provide technical support in the implementation of the UNICEF CERF Project.

  • Prepare the Mid-term and Final Reports for the UNICEF CERF Project.

  • Provide support in the roll-out of capacity building activities for staff and partners on the revised Core Commitments for Children (CCCs) in Humanitarian Action.

  • Provide support to the sectoral emergency focal points in the completion of requirements in the EPP 2.0.

  • Provide support in the development and finalization of standby/contingency Humanitarian Programme Documents (HPDs).

  • Provide support in the preparation of relevant reports for the emergency programme such as Consolidated Emergency Report, donor reports, etc.

Qualifications and Competencies of Successful Consultant

▪ An advanced university degree in one of the following fields is required: Social Sciences, Public Administration, Community Development, International Relations, or another relevant technical field

▪ A minimum of two years of relevant professional experience at national and/or international levels in programme/project development and management , both in development and emergency context

▪ Training and experience on emergency response work in the Philippines

▪ Proficient writing skills are essential

▪ Fluency in English and Filipino, both oral and written
