UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

Scope of Work:

The consultant will work closely and coordinate with the UNICEF Provincial Health and Nutrition Liaison Consultants at the provincial level. The consultant will directly support the provinces and hospitals and coordinate efforts with relevant local stakeholders.

Tasks:

1. In collaboration with PHO, leadership of the selected hospitals and partners, update the existing assessment reports of equipment and capacity gaps for the delivery of maternal and newborn health services in health facilities.

2. Provide technical support in the planning, distribution, and monitoring of maternal and newborn equipment to target hospitals. 3. Coordinate and facilitate the conduct of maternal and newborn health capacity building activities for health personnel of target hospitals.

4. Organizing trainings in strategic locations. 5. Post-training follow up and coaching. 6. Perform other related tasks as may be required.

Deliverables:

• Updated assessment report.

• Monthly activity report.

• Monthly progress report on the distribution and reach of maternal and newborn health equipment

• Monthly progress report on capacity building activities for target health facilities

Qualifications and Competencies of Successful Consultant

  • A University Degree in public health, pediatric health, family health, global/international health, health policy and/or management, or other health related sciences is required. An advanced degree in public health or related fields is desirable.

Work Experience:

  • A minimum of 2 years of professional experience in public health/health systems strengthening and program management is required.
  • Experience in strengthening service delivery programs, training, performance and quality improvement and results-based monitoring and evaluation is desired.
  • Experience in maternal and child health programs, or clinical training paediatrics is desired.
  • Experience in health program/project development in a UN system agency or organization is an asset.

Languages:

  • Fluency in English and Filipino languages required.
