UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

Scope of Work:

The consultant will provide national level support. This will ensure timely provision of technical assistance and more focused attention on day-to-day tasks and continuing collaboration especially with national partners. Through the consultant’s engagement with national level government agencies, UNICEF’s ongoing SBC support at the local level would be better aligned with the national priorities as well.

Under the supervision of the H&N SBC Specialist, the consultant will work in close coordination with UNICEF nutrition specialists and consultants, as well as government counterparts at all levels. The post holder is expected to perform the following tasks:

Tasks:

Capacity building of and support to UNICEF partners

  1. Conduct training/refresher sessions on SBC for child, adolescent, and maternal nutrition for frontline health and nutrition workers, planners/managers, and/or others involved in the promotion of nutrition behaviors and services. Work with government counterparts in the updating or adaptation of training modules, as needed, for regular programming and during emergencies.
  2. Collect, organize and facilitate the sharing of SBC-related planning and implementation tools, training modules, guidance notes, communication materials, and other relevant materials/resources that can be used by UNICEF partners and/or service providers in the implementation of activities; and orient/train UNICEF implementing partners and service providers on the effective use of these materials.

Support to national level SBC on nutrition technical working groups (TWG)

  1. Participate in meetings of the SBCC nutrition TWG led by NNC.
  2. Provide SBC technical support to DSWD programmes including KALAHI-CDSS, 4Ps and Parent Effectiveness Services
  3. Participate in meetings of the DOH-HPB regarding nutrition promotion, in support of the development/updating/implementation of nutrition playbook and healthy diets coalition

Development of SBC and communication tools and materials, documentation reports/products, and updating of nutrition SBC plans

  1. Facilitate/support the development/adaptation, pre-testing, review, approval (including branding clearance), printing, and/or dissemination of nutrition communication materials for specific stakeholders.
  2. Fine-tune SBC/SBCC local implementation tools and guidance to support local planning and implementation.

Support to monitoring, evaluation, and documentation

  1. Conduct field visits in UNICEF-supported areas to provide on-site coaching and technical support and monitor the quality of implementation of activities according to UNICEF quality standards and address technical issues, if any.
  2. Write/co-write human interest stories demonstrating the impact of UNICEF’s SBC support improving nutrition status of children, adolescents, and women in partner municipalities.

Assistance in overall planning, implementation, monitoring, and reporting related to SBC for nutrition and other H&N priority areas:

  1. Participate and provide technical inputs during monthly meetings with UNICEF implementing partners and service providers; and assist in quality assurance reviews of outputs
  2. Provide technical assistance to DOH, DSWD and NNC on nutrition SBC activities
  3. Assist in the preparation/updating of internal and external reports and monitoring tools on UNICEF’s SBC support to nutrition.
  4. Coordinate with and collect data/information, photos, and videos from partners for inclusion in project or accomplishment reports and presentations.
  5. Assist in the drafting of TORs for service providers and concept notes that may be needed to deliver UNICEF’s SBC support to government at the national and sub-national levels.
  6. Assist in providing technical support (e.g. training/coaching, SBC planning) to government on nutrition SBC and other H&N priority programmes to promote of essential services and positive behaviors, in both in regular programming and in emergencies.

Support the planning and implementation of health and nutrition emergency preparedness and response

  1. Update nutrition key messages, training modules, feedback, and other tools based on local contexts and needs.
  2. Coordinate with sectors and partners involved in the disaster response to ensure alignment and integration with overall response

Deliverables:

Progress report indicating RCCE support to UNICEF implementing partners including the following:

  1. Quick assessment on the status of LGU implementation of SBCC-related activities in partner municipalities; gaps and practical recommendations
  2. List/inventory of all available health and nutrition communication materials, with links; organized by programme areas
  3. Conduct of at least 2 training/coaching sessions on SBC planning and implementation, in coordination with government and non-government partners, if any
  4. Conduct of at least 3 refresher training/sessions for frontline workers on interpersonal communication and nutrition promotion at the community level

Progress report indicating technical inputs and support in the regular meetings organized by NNC, DOH, DSWD and other government partners; and health diets coalition

Progress report indicating support in the development of communication materials, documentation reports/products, and development/updating of SBC plans including the following:

  1. Technical guidance, review, and inputs in the development and distribution of new communication materials for various stakeholders; coordinated with DOH and NNC, with branding clearance; guidance to materials development team/designers/writers and printers provided.
  2. Technical inputs in all drafts of the PPAN SBCC strategy and communication tools and materials.
  3. Refined/updated SBC/SBCC local implementation tools and guidance in more user- friendly formats/design (i.e. implementation guide with accompanying slide presentation, local planning template, sample resolution for the creation of SBCC sub-committee)
  4. Local advocacy guide for nutrition; with accompanying slide presentation

Progress report indicating support to monitoring, evaluation, and documentation:

  1. At least 5 or every 2 months field visits in UNICEF areas to provide SBC technical support and guidance
  2. 3 human interest stories, cleared by Communications Section.

Progress report indicating support on other RCCE-related tasks including the following:

  1. Participation and technical inputs in monthly meetings (95% of monthly meetings with UNICEF partners/service providers)
  2. Assistance in the preparation of internal/external reports (95% of reports)
  3. Well-organized and updated data/information, photos, videos, and other relevant materials from partners
  4. Technical inputs in 95% of draft TORs, concept notes
  5. Support as resource person/facilitator during SBC planning and advocacy sessions with government (95% of sessions)

Progress report indicating support on health and nutrition emergency response:

  1. Preparation/updating of key messages/adaptation of communication, training modules, feedback, and other tools for use in affected populations.
  2. Coordination with sectors and partners involved in the emergency response.

Qualifications and Competencies of Successful Consultant

  • Bachelor’s degree in development communication, mass communication, or related fields.

Knowledge/Expertise/Skills required:

  1. Knowledge of the following:

  2. social and behavior change and/or development communication, behavior change models or frameworks, and communication theories and their application in nutrition

  3. maternal and child nutrition as a subject matter
  4. national and local government mandates and roles and responsibilities for health and nutrition, planning and budgeting processes
  5. communication planning processes including participatory planning
  6. community engagement, social mobilization, and advocacy

  7. Strong analytical and written and oral communication skills; people and leadership skills

  8. At least 3 years experience in the following:
    1. Strategic communication planning process, social data and behaviour analysis, research and evaluation of communication interventions
    2. Development and production of knowledge products including the preparation of creative briefs, content development and editing, and pre-testing
    3. Field monitoring
    4. Experience working with national agencies, UN or UNICEF, directly or indirectly, on health and nutrition, an advantage

Languages:

  • Fluency in English and Filipino languages required.
