UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

How can you make a difference?

Scope of Work:

Under the direct supervision of the UNICEF Nutrition Specialist, the consultant will work closely with the Research Institution(s), the International Research Advisory Group, Nutrition Manager, UNICEF EAPRO and HQ Nutrition specialists, DOH officials, the Research Oversight Committee, the PIMAM technical working group members, key NGAs and local government units, and UNICEF program specialists and consultants in Manila and Mindanao field office.

The consultant will provide expert technical assistance, coordination support, and facilitate the review of datasets and analysis of the Research Institution(s) tasked to implement the three Operations Researches in Samar, Northern Samar, and Zamboanga Del Norte and Maguindanao Provinces. The consultant is expected to assist and work closely with the Nutrition Specialist and the Nutrition in Emergencies Officer in day-to-day activities, including support and coordination with implementing partners, service providers, and government counterparts to facilitate the delivery of UNICEF’s technical assistance through the operations researches.

The consultant will work also closely and coordinate with the UNICEF Health & Nutrition Specialist and Nutrition Officer in MFO, the Provincial Health and Nutrition Liaison and Information Management Consultants at the provincial level and with the Supply Chain Management Consultant at the National Level as needed. The consultant will directly support the provinces and health facilities and coordinate research activities with relevant local stakeholders.

Tasks:

- Support the review and finalization of the Research Protocol, selection of the Research Institutions, and ethical approval documents.

- Provide technical support in the planning, coordination, and setting up of research in Samar/North Samar, Zamboanga del Norte, and Maguindanao Provinces.

- Plan for the cross-country learning visit to Timor Leste.

- Technical support in the planning, launch, and implementation of the researches.

- Coordinate and facilitate the conduct of PIMAM capacity building and supportive supervision/mentoring activities for health personnel of target hospitals, including:

  1. Organizing trainings in strategic locations together with subnational UNICEF teams.
  2. Post-training follow up and coaching.

- Provide technical support in the planning, coordination, and monitoring of researches implemented in Samar/North Samar, Zamboanga del Norte, and Maguindanao Provinces.

  • Perform other related tasks as may be required.

Qualifications and Competencies of Successful Consultant

  • Master's degree in Epidemiology, health systems, or M&E; educational background or post-grad training on Health Systems Strengthening, Nutrition, Medicine, Public health or Medicine, Public Health, Child health an advantage.

Work Experience and Language/s:

  • A University Degree in public health, nutrition, family health, global/international health, health policy and/or management, or other health related sciences is required. An advanced degree in public health or related fields is desirable.
  • A minimum of 5 years of professional experience in public health/nutrition and research is required.
  • Experience in planning, managing and monitoring researches is desired. Familiarity with statistical packages and languages an asset.
  • Experience in nutrition programs is required; familiarity with the management of acute malnutrition program is an advantage.
  • Experience in health program/project development in a UN system agency or organization is an asset.
  • Fluency in English is required.
