How can you make a difference?

BACKGROUND

UNICEF will be implementing a project that aims to demonstrate the use of leveraging public funds with market-based financing in delivering climate resilient sanitation facilities to 150 vulnerable families in the province of Samar. Implementing the project - “Household Sanitation using Blended Financing with Output-based Aid” in the province of Samar will contribute to setting up the systems for the province to adopt the modality, and also aid in national policy development, establishing evidence on the effectiveness and efficiency of such financing modality, and documenting good practices for other local governments to emulate.

Currently, the Provincial Engineering Office has prepared the technical drawings and bill of materials for the standard pour flush toilet with two-chamber septic tank and leach pit. However, it is anticipated that the designs may require adjustments during actual construction, based on local conditions, and to ensure the design is climate resilient (typhoon and flood proof) and PWD friendly. The services of a sanitary engineer or civil engineer is required to support the revisions in the toilet design and documentation of good practices.

TERMS OF REFERENCE OR WORK ASSIGNMENT

Tasks:

1. Conduct site visits in the municipalities of Basey, Jiabong and Paranas and assess the necessary revisions on the toilet design for selected households.
2. Prepare the technical plans and drawings and bill of materials for each of the revised toilet design.
3. Conduct site visits to document modifications done independently by beneficiaries
4. Prepare as-built plans / technical drawings and bill of materials
5. Document good practices observed from the various designs and modifications adopted in the project
6. Coordinate with the Provincial Engineering Office and the Provincial Health Office in the performance of the above mentioned tasks

Deliverable/s:

1. Revised plans, technical drawings and bill of materials for each of the toilet designs where significant modifications have been done
2. As-built plans and bill of materials for modifications done independently by the households
3. Presentation of the good practices on the various toilet designs to the Project Steering Committee
