UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

Scope of Work:

Under the supervision of the H&N SBC Specialist, the consultant will work in close coordination with UNICEF health and immunization specialists and consultants, as well as government counterparts. Following is the summary of scope of work:

  1. Provide technical support to the region, provinces and LGUs in planning, implementing and monitoring of the RCCE activities related to the COVID-19 vaccines and routine immunization.
  2. Provide technical support to monitoring and assessment of the quality of UNICEF-supported field level RCCE activities
  3. Provide technical support to UNICEF partners in the planning and implementation of RCCE activities at the field level
  4. Document best practices on demand generation for routine immunization and COVID-19 vaccination and UNICEF's support to the government.
  5. Assist in the implementation of other SBCC interventions and/or deployment of support to government as many be needed, for regular programming and emergencies.

* The consultant will occasionally be exposed to direct interpersonal contact with children and young people through series of field implementation and monitoring activities. And will not be manipulating or transmitting personal-identifiable information of children.

Tasks:

- Technical support to the region, provinces and LGUs in planning, implementing and monitoring of the RCCE activities related to the COVID-19 vaccines and routine immunization.

1. Provide guidance at the field level to ensure that UNICEF support is properly positioned in the overall COVID-19 local response and implemented according to quality requirements and timeline.

2. Provide technical support in the joint planning/updating of RCCE plans/microplans and activities of government partners.

3. Participate in UNICEF programme visits and programme implementation reviews; and support the drafting of itineraries and meeting agenda.

4. Participate in major events implemented with LGU partners and coordinate with UNICEF on activities that require the presence of technical officers and/or high-level officials. Draft talking points, as needed.

- Provide technical support to monitoring and assessment of the quality of UNICEF supported field level RCCE activities.

  1. In coordination with UNICEF partners, conduct field visits in assigned areas to understand the context, observe the actual implementation of activities, identify any issues and challenges that may require adjustments in UNICEF's approach, amendment in partnership agreement(s), and technical guidance.

  2. Monitor the quality of coordination and partnership between UNICEF implementing partner(s) and government counterparts; and

branding visibility. Identify any issues and provide recommendations.

  1. Regularly meet with government counterparts especially at the provincial level to monitor evolving situation; needs, which may require

attention, including technical support from UNICEF; and report on key issues that require actions from government and/or non-government partners.

  1. Track the progress of UNICEF supported RCCE activities against targets and ensure that these are properly reflected in the monthly

reports for UNICEF, with required data disaggregation.

  1. Coordinate with other national/international organizations working in UNICEF -supported areas to ensure complementation of efforts.

- Provide technical support to UNICEF partners in the planning and implementation of RCCE activities at the field level.

  1. Support microplanning, capacity building, advocacy, and social mobilization activities as resource person.

  2. Monitor and provide guidance in the collection, processing, and analysis of social data to inform strategies and messages

  3. Provide inputs in the development/adaptation and dissemination of communication tools and materials for specific populations;

advise partners on UNICEF branding requirements.

- Document best practices on demand generation for routine immunization and COVID-19 Vaccination and UNICEF's support to government.

  1. Identify activities that will require photo/video documentation and coordinate with UNICEF communications section for the

deployment of photographers/videographers.

  1. Provide a shot list and guidance for the photographers/ videographers.

  2. Select best photos that can be used for technical and donor reports, case studies, feature stories, and social media posts. Provide captions, with complete details. Organize photos and videos in a shared folder, with proper labels and captions.

  3. Write 3 case studies that demonstrate the impact of UNICEF's support at the community level, specifically on increasing vaccination coverage.

  4. In coordination with UNICEF partner(s), identify 5 human interest stories and come up with story ideas, with details and guidance for writer.

- Assist in the implementation of other SBCC interventions and/or deployment of support to government as many be needed, for regular programming and emergencies.

  1. Provide quality data to UNICEF that will be used in in donor reports, technical reports, presentations, and/or situation reports, based on verifiable data.

  2. Review monthly progress reports of UNICEF implementing partners from the assigned areas; verify data, as needed; and provide comments/inputs.

  3. Participate in the conduct of rapid assessments to assess information and other needs of affected populations during emergencies, if any within the period of the contract and support the strengthening of mechanisms for Accountability to Affected Populations

(AAP).

Deliverables:

- Field monitoring report indicating progress on the corresponding tasks/milestones, including:

  1. Participation and inputs in courtesy visits/planning and regular meetings at provincial level (90% of total meetings).

  2. Coordination of programme and other field level visits with UNICEF partners; draft itineraries; and meeting agenda.

  3. Inputs in programme implementation reviews; and review of documentation report(s).

  4. Coordination on key events; talking points.

- Field monitoring report indicating progress on the corresponding tasks/milestones, including:

  1. Analysis of local situations and contexts; and documentation of highlights of discussions with partners, including selection of final

areas based on agreed criteria; questions and concerns from partners; and response needed from UNICEF, if any.

  1. Highlight of monthly meetings/catch-up with provincial and other subnational partners, including implementation issues and

challenges, recommendations, and best practices.

  1. Reports from UNICEF implementing partner(s) indicating required data disaggregation (i.e., sex, disability, ethnic group,

vulnerability).

  1. Quality photos showing UNICEF-supported RCCE activities.

- Field monitoring report indicating progress corresponding tasks/milestones, including:

  1. At least 6 training, advocacy, and/or social mobilization activities supported as resource person.

  2. Timely and quality support provide to UNICEF implementing partner(s) on the collection, processing, and analysis of social data;

and reporting to provincial level.

  1. Support in the development/adaptation of communication materials (at least 90% of total materials produced by partners) and/or

key messages, aligned with national policies and guidance.

- Field monitoring report indicating progress corresponding tasks/milestones, including:

  1. Five story ideas for human interest stories, discussed and agreed with partners.

  2. Shot list for photographers/videographers, coordination with Communications Section.

  3. Directory/compilation of photos/videos, with labels and captions.

  4. 3 case studies demonstrating the impact of UNICEF's support at the community levels.

- Progress report indicating assistance in the implementation of other SBCC interventions and/or deployment of support to

government, for both regular programming and emergencies:

  1. Timely and periodic data analysis reports and presentations of the evidence from the field, presentations, and/or situation reports and

presentations.

  1. Timely and quality inputs in (90%) of monthly progress report of UNICEF implementing partners.

  2. Rapid assessment report for at least 2 emergencies), including AAP mechanisms.

Education:

Bachelor's Degree in Development Communication, Mass Communication, or related fields.

Knowledge/Expertise/Skills required:

Knowledge of the following:

  1. Communication theory and principles and application in public health communication.
  2. Local government mandates and planning and budgeting processes is an advantage.
  3. National Immunization Programme (basic); routine immunization for children COVID-19 vaccination programme.
  4. 3 years experience in the following:
  • Strategic communication planning process, social data and behaviour analysis, research and evaluation of communication interventions.

  • Development and production of knowledge products including the preparation of creative briefs, content development and editing, and pre-testing.

  • Field level experience including working with local government units, local and community leaders, community-based organizations; and use of local communication and networking channels to promote behaviours Social mobilization, advocacy, and RCCE in the context of mass immunization campaigns.

  • Experience working with UN or UNICEF, directly or indirectly, on health or immunization, an advantage

  • Excellent analytical and written and oral communication skills; people and leadership skills

Languages:

  • Fluency in English and Filipino languages required.
