UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

Scope of Work/Tasks:

  1. Coordinate with local agencies and conduct consultation/project-related meetings. Various meetings will be conducted to consult and engage with UNICEF, government (provincial/municipal LGUs and BARMM agencies operating in LDS) and development partners and/or key stakeholders in the designing, implementing, and regular monitoring activities and interventions related to the action. Coordinate with Regional Ministry of Interior and Local Government (MILG) and Provincial/Municipal Local Government Office (P/MLGO) to provide technical guidance to mainstream child-friendly local governance. Conduct a stakeholder mapping of all existing and potential actors working in the LGU that can have an influence on advocating for child-friendly and participatory local governance.

  2. Provide technical support to strengthen the capacity of local governments targeted by the EU-funded Action to plan, budget, and monitor plans, policies and budgets for children. This specifically includes: provision of administrative and technical support during trainings and workshops related to mainstreaming child-friendly local governance and/or local planning, budgeting, and results-based

monitoring; review LDPFP, CDP, LDIP, AIPs, LPAC; LYDP, LDRRMP, LNAP, WASH Plan, GAD Plan1 and other relevant sector development plans to identify entry points to mainstream child priorities; and provide regular technical and logistical support to the conduct of relevant activities related to subnational programming of UNICEF in BARMM, and in Lanao del Sur and its target adjacent LGUs.

  1. Provide operational and technical support to the Project Implementation Committee to ensure effective and efficient coordination and management of the Lanao del Sur (LDS) PLGU-UNICEF Workplan in the geographic priorities of the Action. This specifically includes coordination for regular meetings, capacity and planning workshops, field monitoring visits between UNICEF and the P/C/MLGUs for purposes of monitoring the implementation of the PLGU-UNICEF workplan; maintaining constant communication and provide regular updates and feedback to UNICEF and the LDS PLGU, and vice versa regarding the project implementation; and knowledge management, including documentation and knowledge sharing between and among UNICEF and external audience.

  2. Facilitate the contribution and participation of the targeted vulnerable populations in LDS, particular of representatives of internally displaced people, women, children, youth, indigenous people, and persons with disabilities. This includes the inputs of these sectors in all interventions. This consultant also to be responsible for coordinating contribution/participation of the targeted population in LDS, in particular of representatives of IPDs, IP, women, children and PWDs.

  3. Submit project implementation/accomplishment and monitoring report (both annual and monthly) in a timely, effective, and comprehensive manner.

Qualifications and Competencies of Successful Consultant

  • Advanced degree in development studies, peace building, social work, community development, or other relevant field.

Work Experience:

  • Familiarity with UNICEF work is desired/an advantage.
  • 5 years of development work in child and youth friendly local governance and/or post-disaster/conflict recovery.
  • Experience in working in Lanao del Sur/Marawi on post-conflict recovery project/programme implementation.

Languages:

  • Fluency in English and Filipino, both oral and written required.
