UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

This assignment requires a full-time officer with specialized skills. This assignment would require dedicated time and a strong attention to detail in reviewing voluminous knowledge products that have been developed on PhATSS. It would also necessitate spending time to gather field level information and document practices and strategies that are found lacking in existing materials. Since the output would also be supporting the Department of Health in the roll-out of the policy, there is pressure to have an initial draft ready for dissemination in time for the World Environmental Health Day in September 2021, and to have the some of the key gaps filled by that time.

Work Assignments/Tasks

1. Collaborate with a Reference Group and a Creative Team in the Development of the PhATTS Toolkit and Training Modules.

2. Develop Training Modules on PhATTS.

3. Content Edit of Existing Toolkit Materials on PhATTS.

Deliverables

• Draft Inception Report to detail the approach and workplan schedules, and review documents.

• Final Inception Report.

• Organize and co-facilitate 4x reference group meetings to review draft PhATSS toolkit and training modules.

• Review existing training materials on PhATSS and provide recommendations on training modality and organizing the modules, and identify gaps in training modules.

• Gather reference materials and missing information and/or data to fill the gaps in the training modules.

• Training Plan on PhATSS.

• Final draft PhATSS Training Modules Zero Open Defecation.

• Final draft PhATSS Training Modules Basic Sanitation/G2.

• Final draft PhATSS Training Modules Sustainable Sanitation/G3.

• Facilitate the process of collecting technical reviews and inputs to the PhATSS toolkit.

• First draft of technical edits on PhATSS Toolkit Package 1 Local Chief Executives.

• First draft of technical edits on PhATSS Toolkit Package 2 Local Legislative Councils.

• First draft of technical edits on PhATSS Toolkit Package 3 Program Implementers.

• Final edited version of PhATSS Toolkit Package 1 to 3.

Qualifications and Competencies of Successful Consultant

  • Master’s degree in any of the following areas: environmental health, public health, social and behavior change, and other health related courses.

Knowledge:

  • Knowledge of government policies pertaining to WASH, health, nutrition and gender.
  • Knowledge on existing laws, rules, and regulations on water and sanitation and its implementation in the Philippines will be an advantage.
  • Excellent technical writing skills.

Work Experience:

  • Demonstrated experience in writing technical briefs, guidance notes and process documentation as evidenced by published or unpublished work.
  • Demonstrated experience in developing WASH-related training materials.
  • Experience in implementing the Philippine Approach to Sustainable Sanitation (PhATSS); or a component of the program, is an advantage.
  • Expertise in any of the following: social and behavior change communication, sanitation marketing, sanitation financing, community-led total sanitation (CLTS), and septage management.
  • Experience in community development, participatory programming, and local governance.
  • Minimum of 7 years professional experience in the analysis, design, implementation and monitoring of water, sanitation and hygiene programs.

    Languages: Fluency in English and local language is desirable.

    Critical Competencies:

  • Ability to express clearly and concisely ideas and concepts convincingly in written and oral form.

  • Anticipates and responds to the needs of an audience, adapting content and style to suit them.
  • Demonstrates an immediate understanding of newly presented information.
  • Good interpersonal skills.
  • Produces and delivers quality results in a service-oriented and timely manner.
  • Ability to plan, coordinate and manage multiple activities and adjust to changing priorities.
