You have:
- PhD in Civil Law
- Minimum 10 years of professional/working experience in the field of property rights
- In-depth knowledge of Kosovo legal framework on property rights
- Proven experience in delivering training and capacity-building activities
- Excellent presentation and facilitation skills
- Strong report-writing abilities
- Excellent knowledge of English, including excellent communication and drafting skills
- Professional fluency in Albanian or Serbian language, both oral and written
- Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint)

Background:
The Mission works with Kosovo institutions to promote and protect the property rights of non-majority communities, displaced persons, and women. In this regard, the Government has prioritized the strengthening of property rights through legislative reform as a fundamental component of the advancement of human rights, rule of law, economic development, and social stability. The adoption of the Law on Public Property (No. 08/L-125) in 2023 has completely transformed the property rights system unifying different types of property ownership into public property. Furthermore, the Law on Public Property being lex specials requires that all other property legislation is aligned with this Law, and when provisions of other property laws contradict the Law on Public Property, the later prevails. These changes will affect the work of relevant institutions dealing with property rights as well as the judiciary. Therefore, a local expert will be engaged to deliver five day trainings on the Law on Public Property to the government officials and judges/prosecutors to ensure correct implementation of the law.
Objective of Assignment:
To deliver comprehensive training on the Law on Public Property to enhance the capacity of relevant stakeholders, including government officials, municipal representatives, and judges/prosecutors to effectively apply and enforce the Law.
Duration of Assignment:
The Consultant will be hired for 8 working days.
Tasks and Responsibilities:
- Develop training material to be submitted to the project activity manager - Power Point Presentation (PPP) and handouts for case studies;
- Deliver five one-day training sessions on the Law on Public Property to the government officials, municipal representatives and judges/prosecutors;
- Post-training report.
Deliverables:
- From 12 - 15 May, submits the PPP to the project activity manager. Performance indicator: The PPP timely submitted, analysing the Law, then complementing the analysis with relevant case studies.
- Between 16 - 22 May, delivers five-one day training sessions to approximately 75 participants. Performance indicator: Five one-day training sessions are delivered to the target audience, providing practical examples and interactive discussions to ensure participant engagement.
- By 23 May, submits a post-training report for all five training sessions. Performance indicator: The post-training report summarizes the training outcomes, key discussions, and recommendations for future capacity-building initiatives.

Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
