  1. Background, Justification and Purpose

The 27th Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC COP27), is being organized in Egypt during 06 - 18 November 2022. This year marks the 30th anniversary of the adoption of the United Nations Framework Convention on Climate Change.

Small island developing states (SIDS) have long been recognized as being particularly at risk to climate change. SIDS are identified as a group of 38 United Nations (UN) Member States and 20 Non-UN Member/Associate Members that are in three regions: the Caribbean; the Pacific; and the Atlantic, Indian Ocean and South China Sea (AIS)”and are home to approximately 65 million people. SIDS have been quite active in calling attention to their high vulnerability to climate change and have played a leading role in advocating for stronger ambition to limit global warming through the United Nations Framework Convention on Climate Change (UNFCCC).

The young people in SIDS feel helpless looking at the devastating effects of climate change now, but also shoulder the burden of its future effects. As a response, the young people are using their collective voices and actions to fight against the climate crisis. One of the biggest assets young people have in the climate fight is the ability to make themselves be heard on a global scale.

UNICEF Initiated its work on climate in Maldives through a buzz event for COP26 in October 2021. Around 150 adolescents and young people from Small Island Developing States (SIDS), including from the Maldives, participated in the pre COP26 buzz event and voiced their opinions on climate change. During COP26, Government of Maldives was a key advocate for child rights and climate action, speaking in various panels including- COP 26 panel for children and COY21.

Building on the previous years’ successes, the Government of Maldives in collaboration with UNICEF is planning a ‘Ministerial Meeting’ along with young people for SIDS countries, as well as few neighbouring countries in South Asia. Government and UNICEF seeks support of a local consultant to assist in the coordination and management of the above-mentioned ministerial meeting in the Maldives.

  1. Purpose of the assignment

The main objective is to assist government and UNICEF MCO in the coordination and management of the ministerial meeting along with young people for SIDS countries, as well as few neighboring countries in South Asia.

  1. Methodology

Candidates should display the ability to identify, conceptualize, coordinate and manage a range of meeting, conference or events. The following is intended to offer useful information on actual or potential resources and limits

Furthermore, the consultant may not publish or disseminate any information or reports, data or tools, or any other documents produced from this consultancy without the permission and approval of the government and UNICEF.

  1. Scope of work

The assignment would be completed over a period of (1) one month and will be coordinated by Ministry of Environment, Climate Change and Technology and UNICEF Maldives in close consultation and collaboration with the relevant national stakeholders.

Overall objective of the ministerial meeting is to:

  • To facilitate interactions and build momentum among SIDS countries as prepare for negotiations during COP-27.
  • To build capacity and provide opportunities for young people to raise their voices on climate crisis.
  • To build a joint statement on behalf of SIDS, incorporating the voices of young people for upcoming Cop-27.
  • To promote partnerships between young people, the Government, UN agencies, bilateral partners, private sector and other key stakeholders on addressing climate issues.

Ministerial Meeting:

The ministerial meeting with be attended by the senior officials of 9 foreign countries, and Maldives. Ministers representing the three SIDS regions- the Caribbean, the Pacific and the Indian Ocean will participate in the meeting. Senior officials from other countries also will participate in the meeting.

The meeting will also be attended by various stakeholders from Maldives including private sector, International Cooperation agencies and civil society. The participants will discuss the pressing issues with reference to climate negotiations, listen to young people and incorporate their viewpoints.

Young people’s orientation workshop:

Two young people (at least one Female) from each foreign country will attend the orientation on the previous day of the ministerial meeting. The objective of the orientation is to give a overview of COP-27, facilitate interaction and bring all the participants on the same page. A total of 18 participants from 9 foreign countries, and 10 participants (at least 5 female) from Maldives will attend.

The following aspects will be covered in the orientation:

  • The Climate Crisis (30 min)
  • UNFCCC COP-27- members, groups and other actors (30 min)
  • Key messages on: Mitigation- Adaptation- Finance- Collaboration (1 hr)
  • Development of young people’s statement on Climate Action (3 hrs)
  • Communication and storytelling (1 hr)

Key tasks:

The assignment will include the following areas:

  1. Assist in the finalization of the concept and complete tasks identified in the draft agenda of the ministerial meeting and young people’s orientation workshop.
  2. Assist in the coordination and management of the ministerial meeting and young people’s orientation workshop.
  3. Arrange weekly coordination and update meetings with the government, UNICEF and the taskforce.
  4. Organize and arrange panel discussions under the titles of Climate adaptation, mitigation and climate finance.
  5. Logistical support to the Ministry of Environment, Climate Change and Technology in organizing the event, including confirming participants, facilitating travel and conference arrangements.

  1. Deliverables

As per UNICEF policy, payment is made against approved deliverables.

Scheduled payments upon completion of the tasks/activities (deliverables) in the agreed work plan. Payments will be approved by the head of Social Policy and Climate Change output unit in consultation with the Deputy representative.

The fee may be reduced if deliverables are not fulfilled to the required standard.

Reporting requirements

The consultant will report to the Social Policy Specialist and to the Ministry of Environment, Climate Change and Technology.

The Consultant is expected to take place from September 2022 to October 2022.

The Consultant will provide an update at least once per week (by email) with regards to progress, challenges encountered, support required and proposed solutions.

The performance of the consultant will be regularly reviewed throughout the assignment, with formal evaluation being conducted at the end of the Contract.

The final report should be of high quality, in publishable format.

  1. Travel: No travel is included.

  2. Estimated duration of contract and deadline for submission of end-product: One month (31 working days)

Qualifications or specialized knowledge and/or experience required

At least a bachelor's degree is required

The consultants should ensure adherence to required qualifications, skills and experience as stated below:

  • At least 5 years’ experience in policy sector programming, environment or climate change management, or coordination of meeting or events at the national and international level, some of which preferably were served in a developing country.
  • Excellent interpersonal skills required for high level engagement with government departments and other stakeholders.
  • Strong writing skills.
  • Demonstrated excellent writing skills, and strong communication, for the development of technical documents is essential.
  • Demonstrated experience and knowledge of the latest developments and issues related to environment or climate change is desired.
  • Fluency in English (both written and verbal) is required. Knowledge of our National Language, Dhivehi is considered an asset.

Supevisor:

The consultant will report to UNICEF MCO Social Policy Specialist, and work closely with the cross-sectoral oversight by the Ministry of Environment, Climate Change and Technology. The consultants will provide an update on a bi-weekly basis (by email and/or zoom as required) with regards to progress, challenges encountered, support required and proposed solutions.

The performance of the consultant will be regularly reviewed throughout the assignment, with a formal evaluation being conducted at the end of the Contract.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
