Background:

The tourism promotion is one of the main objectives of the Republic of Tajikistan for socio-economic development. Tajikistan has a good potential for tourism development to which relevant attention is given for increasing awareness on opportunities, destinations and other may be found in country. In order to ensure that the Committee of Tourism Development is able to provide necessary information to potential tourists and attract more of them, the Programme Office in Dushanbe (POiD) is planning to hire a national consultant in the area of IT to promote and improve the website of the Committee.

Objective of Assignment:

The POiD is planning to hire a national expert with good knowledge of IT and programming to update and improve the website of the Committee of Tourism Development.

Duration of Assignment:

The contract is valid for the period of 6 months. Maximum quantity of working days must not exceed 144.

Tasks and Responsibilities:

Under the supervision of the Economic Officer of the POiD, the consultant will perform the following tasks:

1. Improvement and ensuring good operation of the multi-user systems Unix, Linux, and Windows platforms;
2. Installation and setting web hosting, database, mail server, monitoring server, backup server, project management system;
3. Troubleshooting bugs and ensuring good operation of computers of the Committee such as security, good network among Committee devices;
4. Improving website by making it more user-friendly and more attractive for visitors of the website
5. Providing no fault tolerance of the portal;
6. Systems Installation, Configuration & Upgrading;
7. Integration with external and internal services;
8. Conducting, advising and testing of the website.

Note: The work will be performed at the premises of the Committee on Tourism Development.

Deliverables:

• The website of the Committee is updated and operational on different operational systems;
• Adaptation of the portal for various devices (mobile phones and tablets);
• Most of bugs and errors of the website are addressed;
• Installed setting web hosting, database, mail server, monitoring server, backup server, project management system;
• The website is more user-friendly and attractive for visitors;
• Submitting report on work done related to the assignment, comprising of detailing activities undertaken and outlining progress achieved in relation to the objectives of assignment, also stating challenges and constraints.

Necessary Qualifications:

• University degree in IT technologies, programming and related area;
• Minimum 4 years of professional experience in the field of programming and/or IT;
• Good knowledge of relevant operating systems, software and programming;
• Ability to understand other programmer's code and write code that is understandable to other developers;
• Professional fluency in the English, Russian and Tajik languages, both oral and written;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
