Background:

The Mission is supporting employment of Kosovo Roma, Kosovo Ashkali and Kosovo Egyptian community members. In response to an identified need, a comprehensive professional skills training will be delivered in two inter-regional events to a total of 80 participants. Each event will provide professional skills training in the form of CV and motivation letter writing/interview techniques and practice, soft skills including communication and advocacy, and confidence building. In addition, the events will also host informational sessions from employment offices, municipal officials, vocational education and training centres, Centre for Social Work and business owners on necessary procedures and available upskilling and employment opportunities. The event will combine training, information and networking prospects for young people from the three communities who have been identified as suitable candidates by the field teams.

Objective of Assignment:

Development, delivery and coordination of two (2) training courses in Albanian language on professional skills and techniques for employment.

Duration of Assignment:

Duration of this assignment will be 20 consultancy days.

Tasks and Responsibilitie

Under the supervision of the OSCE Mission’s Kosovo Roma, Kosovo Ashkali and Kosovo Egyptian Communities Section (CS) Project and/or Activity Manager, the Consultant will:

  1. Prepare training methodology and instructional materials on professional skills and techniques, including CV/Motivation letter writing, job applications, mock interviews and techniques with concrete learning outcomes, in co-ordination with Mission Regional Centers (RCs) and HQ;
  2. Co-ordinate with the Regional Centres and CS Activity Manager on agenda and guest speakers for two events and support the selection of participants for the training where possible to ensure gender parity;
  3. Deliver training at two regional events to members of Kosovo Roma, Kosovo Ashkali and Kosovo Egyptian communities;
  4. Conduct pre and post questionnaires/surveys with participants to measure impact of training against learning outcomes;
  5. Deliver timely and quality reports in writing to the CS Project and/or Activity Manager upon completion of assignments.

Deliverables:

  • By 01 September 2022, the Consultant will draft and submit the training outline for professional skills and techniques to the CS Activity Manager;
  • By 09 September 2022, the consultant will agree/finalise the agenda for the two trainings in co-ordination with the Mission’s Activity Manager;
  • By 25 September 2022, the Consultant will deliver two three-day training events in two location in Kosovo;
  • By 30 September 2022, the Consultant will submit a short written evaluation of the implementation, including findings from evaluation questionnaires to the CS Activity Manager.

Performance Indicators:

  • The Consultant’s work will be assessed based on the following criteria:
  • Training outline developed to the satisfaction of the CS Activity Manager;
  • Timely and qualitative submission of the requested documents (outline, instructional material and evaluation);
  • Evaluation of the contribution of the Consultant by the CS Activity Manager;
  • Evaluation of the course by the participants;
  • Effective communication with CS Activity Manager and the implementing team.

Necessary Qualifications:

  • Relevant university degree or demonstrated experience of developing and delivering professional skills training;
  • Experience in working with young people from the three communities in Kosovo;
  • Knowledge of inter-community dynamics in Kosovo;
  • Excellent command of both English and Albanian languages, with knowledge of community languages, especially Romani language, considered an asset;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Pro-active approach and ability to work in a team.

Remuneration Package:

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
