Background:

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) works to strengthen security and stability in the OSCE region by promoting international co-operation on economic and environmental issues. In the field of Environmental Co-operation, the participating States have identified a number of threats that have significant security implications. These include, among others: Disaster Risk Reduction, Water Management, Hazardous Waste Management, and Critical Energy Infrastructure. The OCEEA has been working on assessing potential environmental risks based on these factors, including in crisis situations.

The OCEEA is searching for an external consultant to do an do an initial analytical assessment of environmental impacts of the war on the built environment and develop case studies (using the city of Lviv as a starting point).

The ongoing war against Ukraine which started on 24 February 2022 has caused significant damage to the environment. The military actions and forced relocation of millions of people within the country has led to growing and disproportionate pressure on the water sector infrastructure, deteriorating water access and quality, chemical leaks, direct destruction and deterioration of natural habitats and ecosystems, damage to critical infrastructure and growing risks of flooding in various parts of the country. These impacts pose risks to the environment, human health, and security not just in the military theatre, but particularly in transboundary areas and the neighboring states.

Given this, OCEEA has developed a project with the aim to contribute to the remediation of the damages to and the degradation of the environment of Ukraine following the war and reduce future safety and security risks. The first part of the project entails the development of an assessment report of the environmental impacts of the war, including sub-thematic assessments.

Objective of Assignment:

The consultant will prepare analytical notes on the environmental impacts of the war against Ukraine on the built environment, and develop case studies (using the city of Lviv as a starting point).

Duration of Assignment: 40 working days

Tasks and Responsibilities:

Under the overall supervision of the Senior Environmental Affairs Adviser, the successful candidate will be tasked with the following duties:

  1. Analyze the key issues linked to the impacts of the war in the built environment, using the city of Lviv as a starting point (but could be expanded further), and draft case studies on these impacts;
  2. Coordinate and collaborate with external partners, various local stakeholders (city-level decision-makers, community groups, civil society organizations, etc.) and national administrations, as necessary.

Deliverables:

Draft of the analysis and case studies, with action points and recommendations.

Necessary Qualifications:

  • First-level degree in environmental science and sustainability issues, or other relevant fields;
  • Minimum 4 years of professional or academic experience on environmental and/or sustainability issues;
  • Experience and political understanding of environment-related challenges in the OSCE region, particularly in Ukraine;
  • Professional fluency in the English language, including excellent communication and drafting skills;
  • Excellent analytical and writing skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;

  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
