UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

The Consultant shall assist OULA and is expected to help:

• Undertake meaningful and participatory consultations on training needs of teachers, school leaders, and parents/guardians for the effective integration of child rights and child protection in the different grade levels/subjects • Timely develop training design and modules (which shall consist of the main module and supplemental modules) on child rights and child protection, within the framework of RBE, to be delivered under Module 2 of Course 2 of the LCP Courses, in coordination with NEAP. The design will consider the training needs analysis and module shall include, but not be limited to, the following topics:

o Rights-based education and appreciation/positive attitude towards child protection in basic education that also promotes and advances gender equality, responsiveness to disability and social inclusion o International and domestic legal instruments on child rights and child protection o DepEd Child Protection Policy (DepEd Order No. 40, s.2012) and other related issuances of DepEd o My role as teacher/DepEd personnel in creating a rights-respecting learning environment/school through the promotion of child rights and child protection, and as parent/guardian in supervising the education of the child in the new normal; o Developing social-emotional skills critical to promoting wellness, self-efficacy and positive growth mindset

The design and module should consider proper contextualization in the BE-LCP and new normal. Consultant will also need to scope available learning materials that have been developed and could be localized and customized according to the requirements of DepEd.

• Develop the main module, to be delivered and implemented before the start of classes on August 24, 2020; • Develop a supplemental module to be delivered after August 24, 2020 to continuously support the target audience in their capacity building; • Identify the optimum modes of delivering the module, may including the main module (e.g., webinar, pre-recorded lectures, reading/IEC materials, etc.) and the supplemental module which includes resources for further instruction and training (e.g., through asynchronous learning/self-learning modules, Learning Action Cell toolkits, etc.) • Assist DepEd-OULA in the implementation of the module until completion, the point of which shall be determined based on the design of the module. The timeline for the implementation of the module will be determined according to the framework of the NEAP LCP Courses, which shall be coordinated later. • Recommend how to enhance delivery of modules and ensure all personnel of DepEd would be able to access the training. Particularly, after the delivery of the main module, consultant will improve the same, subject to the assessment following the actual delivery and guided by the feedback of those trained.

The Consultant shall also assist in meetings and other related activities in DepEd as necessary.

Work Assignments

  • Develop training design and modules, including a main module and a supplemental module on child rights and child protection, within the framework of RBE, to be delivered under Module 2 of Course 2 of the LCP Courses, in coordination with NEAP. The design and module shall include, but not be limited to, the following topics:

    Identify the optimum modes of delivering the module, which includes the main module (e.g., webinar, pre-recorded lectures, reading/IEC materials, etc.)

    Implement the modules within the timeframe according to the module design.

Deliverables

  • Main module (subject to the approval of NEAP) containing: • Gender sensitive, disability and socially inclusive modules on Child Protection and Child Rights in Education, for teachers, school leaders, non-teaching, and parents/guardians, including child protection in the new normal; • Rationale and goals for each part of the module • Schedule and timeframe for each part of the module • Preferred modes of delivery of the modules

    Assistance in the delivery of the modules such as: • Preparation of materials, presentations, equipment, etc. • Facilitation of learning sessions

    Proposal for the supplemental module which includes further instruction and training (e.g., through asynchronous learning/self-learning modules, Learning Action Cell toolkits, etc.), to include non-teaching personnel and assist in its implementation.

    Draft Supplemental Module and action plan on delivery

    Assistance in the delivery of the Supplemental module before teaching, non-teaching personnel and parents such as: • Preparation of materials, presentations, equipment, etc. • Facilitation of learning sessions

    Enhanced main module following an assessment of delivery and feedback from trained participants

    Enhanced Supplemental module

    Submission of action plan to mainstream the modules and presentation before DepEd and UNICEF

Qualifications and Competencies of Successful Consultant

  • Relevant combination of academic qualification and field experience in law, child rights and child protection; preferably a master’s degree in either law, social sciences, management, social/public policy, social work or other fields related to social sciences or law.

  • Work Experience:

  • A minimum of 7 years combined experience in above fields, child rights and child protection, both at national and local settings.
  • Knowledge of Philippine policies, legislation, procedures/protocols and structures related to child rights and child protection.
  • Experience in provision of technical support to key national government agencies
  • Experience in program development, training design, implementation, monitoring and evaluation.
  • Well-versed in online applications for webinars such as Zoom, Meet, etc. an asset
  • Fluent in English and knowledge of relevant local language an asset.
  • High level of writing and communication and computer skills.
  • Dynamic, independent, self-motivated and well-organized.
  • Negotiation skills and leadership qualities highly desired
