UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Sustainable Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference

Scope of Work:

  1. Development and submission of inception report which will include:
    1. Methodologies and child safeguarding and protection protocol; and
    2. Schedule of activities following the timeline below as close as possible, including documentation of the activities:

  • Provide TA to CWC in the development of the modules and processes. CWC will lead and conduct the child participation activities.

RPAC

April to December 2023, activities/consultations will begin. Include visioning in the methodology

Provide inputs and comments to the RPAC

Guidance to ensure alignment with the NPAC

Validation and

M&E framework

June (includes sharpening M&E framework and methodology)

Development of validation process

Qualifications and Competencies of Successful Consultant

Knowledge/Experience/Expertise/Skills required:

  • Master’s degree Development Management, Social Sciences, Psychology, or related discipline.

  • Knowledge and Minimum 3 - 4 Years practical experience in Strategic Planning, Results Based Management, children consultations; Familiarity with various relevant national plans such as the PDP, PPAN, etc. is an advantage.
