UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Sustainable Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference

Scope of Work:

The Consultant will support UNICEF Philippines in database management and analytics using appropriate data visualization technology, preferably Microsoft Power BI. The Consultant will work collaboratively with the Planning, Monitoring, and Evaluation (PME) section, the Knowledge, Innovation, and Data-Driven Systems (KIDDS) unit, and programme staff as well as selected partners as may be necessary on how to effectively communicate data and information through data visualizations -- charts, graphs, dashboards, and other dissemination and communication platforms, that are relevant, engaging, and innovative. Following are the major and specific tasks:

Task 1: Database Management

1.1 Assist UNICEF Philippines in database management in support of data visualization using primarily Microsoft Power BI and related suitable technology applications as may be needed.

1.2 Examine initially available data and data sources for preliminary mapping and analysis.

1.3 Identify or set up connections (API, web hooks, etc) for data retrieval and sync.

1.4 Map and organize data from various data sources such as the Philippines SDG Data Platform and StatDev Indicators (Philippine Statistics Authority), Situational Analysis of Children database (UNICEF), and other similar platforms and information systems developed internally by UNICEF or in collaboration with/in support of institutional partners.

1.5 Help integrate similar or related data from various sources for data visualization.

1.6 Build suitable data models and datasets for Microsoft Power BI data visualization.

1.7 Provide inputs in the design or improvement of data platforms and information systems developed internally by UNICEF or in collaboration with/in support of partners with consideration of interoperability with relevant UNICEF-supported technology applications, Microsoft Power BI, and related technology.

1.8 Initiate an easy-to-use data dictionary to document indicators, data types, standards, etc. being used.

Task 2: Data Visualization

In collaboration with PME section and KIDDS unit, and programme staff and technical subject matter experts, including those in the Mindanao Field Office:

2.1 Conduct needs analysis and develop appropriate data visualization solutions.

2.2 Prepare relevant communication concepts and stories using key statistical and other indicators and information to help identify specific, relevant, and appropriate data visualizations.

2.3 Design, develop, or update periodic, relevant data visualizations for statistical and other indicators and information in support of monitoring the SDGs, especially those on children and their caregivers, the country programme on children, and other key relevant programs.

  • Situational Analysis of Children report and virtual platform.

  • Philippines SDG Data Platform, and SDG reports as may be needed.

  • Philippines StatDev Indicators.

  • UNICEF SharePoint portals.

  • Key UNICEF monitoring and communication materials, including publications, website and social media feeds, and donor reports as may be needed.

Task 3: Capacity Development

3.1 Design and deliver multiple training on data visualization for UNICEF Philippines and partners.

  • Prepare course outline and develop content based on specific needs of participants.

  • Develop teaching aids and necessary materials.

  • Conduct the training.

  • Provide post-training support.

Deliverables:

  • Organized database on the Situational Analysis of Children.

  • Data visualization outputs for the Situational Analysis of Children (for report and website).

  • Organized database on SDG Data. - Data visualization outputs for SDG Data (for website and infographics).

  • Organized database on StatDev Indicators. - Data visualization outputs for the StatDev Indicators (for website and infographics).

  • Trained staff of PSA and UNICEF.

  • Organized databases for UNICEF SharePoint portals.

  • Approved data dictionary. - Data visualization outputs for UNICEF SharePoint Portals.

Qualifications and Competencies of Successful Consultant

Knowledge/Experience/Expertise/Skills required:

  • Bachelor’s degree in computer science, statistics, information system technology, and related data and information sciences.

  • Knowledge of data management, analytics and visualization tools including Microsoft Power BI, Tableau, and other similar tools.

  • At least 3 years of substantive experience in data management (such as Tableau and similar tools), data analysis (SPSS, SAS) , and/or data visualization (preferably using Microsoft Power BI), and relevant media arts and sciences.

  • Demonstrated ability to manage and analyze complex information and/or large data sets and translate them for use in interactive data visualizations for the web and other media.

  • Ability to collaborate with multiple diverse groups across teams.

  • Ability to work on multiple projects at one time.

  • Strong interpersonal and collaboration skills - strong oral, written communication, and presentations skills as evidenced by publications or cover letter.

  • Good analytical and problem-solving skils.
