UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

Under the direct supervision of the Chief of the Mindanao Field Office, the Consultant shall undertake the following tasks and responsibilities:

  • Lead in the implementation of the visibility plan as outlined in the UNICEF-UK project agreement, adhering to UNICEF and UK’s brand and visibility guidelines
  • Technical communication support on day-to-day communication needs
  • Compiling data on progress towards Risk Communication and Community Engagement (RCCE) targets and other inputs to donor reports
  • Write reports writing on RCCE results achieved, lessons learned and innovations document

The consultant is expected to deliver the following within the given project time line:

  • Organize a project launch event with associated media coverage
  • Organize the equipment handover ceremony together with the UK Embassy Officials having the appropriate media coverage
  • Organize Four (4) local media forums for at least 20 media practitioners as participants
  • Write media pitches and press releases on programme impact and sustainability
  • Ensure consistent programme partner branding and recognition on all Project communication material according to UNICEF and UK Government branding guidelines
  • Produce Two (2) digital human-interest stories to be featured on UNICEF owned social media channels for an average reach above 10,000
  • A video output on the UNICEF-UK partnership
  • Ensure photo/video coverage for 3 UK funded activities a) emergency relief support to returnees from Malaysia b) Safe Return to School c) Health outreach services to remote areas

To qualify as an advocate for every child you will have…

  • *University degree in Communication, Journalism, Creative Arts, Marketing or related fields.

    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

  • A minimum of Four (4) years of relevant professional experience in the following areas
    • UN/UNICEF communication and media work experience
    • Journalism, editorial and creative writing and PR; public affairs; and marketing communications
  • Previous work in project management in the development sector
  • Strong writing skills
  • Familiarity with BARMM
  • Willingness to travel within BARMM despite security situation and in the current COVID-19 context
  • Familiarity with UNICEF work is desired/an advantage
  • Fluency in English and Filipino, both oral and written
